ਜਦ ਕਦੇ ਵੀ ਮੈਂ ਹੌਸਲਾ ਹਾਰ ਬੈਠਾ, ਮੇਰੇ ਲਈ ਜ਼ਿੰਦਗੀ ਅਰਥਹੀਣ ਬੋਝ ਬਣ ਗਈ ’ :
ਬਲਰਾਜ ਸਾਹਨੀ ਨੇ 1972 ਵਿਚ ਜੇ.ਐਨ.ਯੂ ਦੇ ਵਿਦਿਆਰਥੀਆਂ ਨੂੰ ਕੀਤਾ ਸੀ ਸੰਬੋਧਿਤ
ਮੰਨੇ-ਪ੍ਰਮੰਨੇ ਅਦਾਕਾਰ ਦਾ ਜਵਾਹਰ ਲਾਲ ਯੂਨੀਵਰਸਿਟੀ ਦੇ 1972 ਦੇ ਡਿਗਰੀ-ਵੰਡ ਸਮਾਰੋਹ ਵਿਚ ਦਿਤਾ ਗਿਆ ਭਾਸ਼ਨ ਅੱਜ ਵੀ ਪ੍ਰਸੰਗਿਕ ਹੈ।
ਤਕਰੀਬਨ 20 ਸਾਲ ਪਹਿਲਾਂ ਕੱਲਕਤਾ ਫਿਲਮ ਪੱਤਰਕਾਰ ਸੰਘ ਨੇ ਫਿਲਮ ‘ਦੋ ਵਿਘਾ ਜ਼ਮੀਨ’ ਦੇ ਨਿਰਮਾਤਾ ਸਵਰਗਵਾਸੀ ਬਿਮਲ ਰਾਏ ਅਤੇ ਉਸਦੇ ਸਹਿਕਰਮੀਆਂ ਯਾਨਿ ਸਾਨੂੰ ਸਨਮਾਣਨ ਦਾ ਫ਼ੈਸਲਾ ਕੀਤਾ। ਇਹ ਇਕ ਸਾਦਾ ਪਰ ਪ੍ਰਭਾਵਸ਼ਾਲੀ ਸਮਾਗਮ ਸੀ। ਕਈ ਵਧੀਆ ਭਾਸ਼ਨ ਹੋਏ ਪਰ ਸਰੋਤੇ ਬਿਮਲ ਰਾਏ ਨੂੰ ਸੁਣਨ ਲਈ ਬੇਤਾਬ ਸਨ। ਅਸੀਂ ਫਰਸ਼ ਉੱਪਰ ਬੈਠੇ ਸਾਂ ਅਤੇ ਮੈਂ ਬਿਮਲ ਦਾਅ ਦੇ ਨਾਲ ਬੈਠਾ ਸੀ। ਮੈਂ ਦੇਖਿਆ ਕਿ ਜਿਵੇਂ-2 ਉਸ ਦੇ ਬੋਲਣ ਦੀ ਵਾਰੀ ਨਜ਼ਦੀਕ ਆ ਰਹੀ ਸੀ ਉਸ ਦੀ ਘਬਰਾਹਟ ਤੇ ਬੇਚੈਨੀ ਲਗਾਤਾਰ ਵੱਧ ਰਹੀ ਸੀ। ਜਦੋਂ ਉਸ ਦੀ ਵਾਰੀ ਆਈ,ਉਸ ਨੇ ਖੜ੍ਹਾ ਹੋ ਕੇ ਹੱਥ ਜੋੜ੍ਹੇ ਅਤੇ ਕਿਹਾ, “ ਮੈਂ ਜੋ ਵੀ ਕਹਿਣਾ ਹੁੰਦਾ ਹੈ,ਉਹ ਮੈਂ ਆਪਣੀਆਂ ਫਿਲਮਾਂ ਰਾਹੀਂ ਕਹਿ ਦਿੰਦਾ ਹਾਂ। ਮੈਂ ਉਸ ਤੋਂ ਇਲਾਵਾ ਹੋਰ ਕੁਝ ਨਹੀਂ ਕਹਿਣਾ” ਅਤੇ ਇੰਨਾਂ ਕਹਿ ਕੇ ਉਹ ਬੈਠ ਗਿਆ।
ਜੋ ਬਿਮਲ ਦਾ ਨੇ ਕੀਤਾ ਉਸ ਦਾ ਬਹੁਤ ਵੱਡਾ ਮਤਲਬ ਹੈ ਅਤੇ ਇਸ ਪਲ ਉਸ ਦੀ ਮਿਸਾਲ ਉੱਪਰ ਚੱਲਣ ਲਈ ਮੇਰਾ ਬਹੁਤ ਜੀਅ ਕਰ ਰਿਹਾ ਹੈ। ਮੇਰਾ ਅਜਿਹਾ ਨਾ ਕਰਨ ਦਾ ਇਕੋ-ਇਕ ਕਾਰਨ ਇਸ ਮਹਾਨ ਸੰਸਥਾ ਨਾਲ ਜੁੜ੍ਹੇ ਨਾਮ ਪ੍ਰਤੀ ਮੇਰਾ ਡੂੰਘਾ ਸਤਿਕਾਰ ਹੈ ਅਤੇ ਇਕ ਹੋਰ ਸ਼ਖਸ ਸ਼੍ਰੀ ਪੀ.ਸੀ.ਜੋਸ਼ੀ ਲਈ ਸਤਿਕਾਰ ਹੈ ਜੋ ਤੁਹਾਡੀ ਯੂਨੀਵਰਸਿਟੀ ਨਾਲ ਜੁੜ੍ਹੇ ਹੋਏ ਹਨ।ਮੇਰੀ ਜ਼ਿੰਦਗੀ ਦੇ ਕਈ ਬਹੁਮੁੱਲੇ ਪਲ ਉਨ੍ਹਾਂ ਦੀ ਦੇਣ ਹਨ ਅਤੇ ਇਹ ਕਰਜ਼ ਮੈਂ ਕਦੀ ਵੀ ਨਹੀਂ ਉਤਾਰ ਸਕਦਾ। ਇਸੇ ਲਈ ਜਦ ਮੈਂਨੂੰ ਇਸ ਸਮਾਰੋਹ ਨੂੰ ਸੰਬੋਧਨ ਕਰਨ ਲਈ ਸੱਦਾ-ਪੱਤਰ ਮਿਲਿਆ ਤਾਂ ਇਨਕਾਰ ਕਰਨਾ ਮੇਰੇ ਲਈ ਅਸੰਭਵ ਹੋ ਗਿਆ। ਜੇਕਰ ਤੁਸੀਂ ਮੈਨੂੰ ਆਪਣੇ ਬੂਹਿਆਂ ਅੱਗੇ ਝਾੜੂ ਮਾਰਨ ਲਈ ਬੁਲਾਇਆ ਹੁੰਦਾ ਤਾਂ ਵੀ ਮੈਨੂੰ ਇਤਨੀ ਹੀ ਖੁਸ਼ੀ ਤੇ ਮਾਣ ਮਹਿਸੂਸ ਹੋਣਾ ਸੀ।ਸ਼ਾਇਦ ਉਹ ਸੇਵਾ ਮੇਰੀ ਯੋਗਤਾ ਦੇ ਜ਼ਿਆਦਾ ਨਜ਼ਦੀਕ ਹੋਣੀ ਸੀ।
ਕ੍ਰਿਪਾ ਕਰਕੇ ਮੈਨੂੰ ਗਲਤ ਨਾ ਸਮਝਣਾ। ਮੈਂ ਸਨਿਮਰ ਬਣਨ ਦੀ ਕੋਸ਼ਿਸ਼ ਨਹੀਂ ਕਰ ਰਿਹਾ। ਜੋ ਕੁਝ ਵੀ ਮੈਂ ਕਿਹਾ ਹੈ ਉਹ ਮੇਰੇ ਦਿਲ ਦੀ ਆਵਾਜ਼ ਹੈ ਅਤੇ ਅੱਗੇ ਵੀ ਮੈਂ ਜੋ ਕੁਝ ਕਹਾਂਗਾ ਉਹ ਮੇਰੇ ਦਿਲ ਚੋਂ ਹੀ ਨਿਕਲੇਗਾ ਅਤੇ ਅਜਿਹੇ ਮੌਕਿਆਂ ਦੀ ਪਰੰਪਰਾ ਤੇ ਭਾਵਨਾ ਮੁਤਾਬਕ ਹੀ ਨਿਕਲੇਗਾ, ਚਾਹੇ ਤੁਸੀਂ ਮੇਰੇ ਨਾਲ ਸਹਿਮਤ ਹੋਵੋ ਜਾਂ ਨਾ ਹੋਵੋ। ਸ਼ਾਇਦ ਤੁਸੀਂ ਜਾਣਦੇ ਹੋਵੋਂ ਕਿ 25 ਸਾਲ ਤੋਂ ਜ਼ਿਆਦਾ ਸਮੇਂ ਤੋਂ ਅਕਾਦਮਿਕ ਦੁਨੀਆ ਨਾਲ ਮੇਰਾ ਬਾ-ਵਾਸਤਾ ਨਹੀਂ ਹੈ। ਮੈਂ ਪਹਿਲਾਂ ਕਦੇ ਵੀ ਕਿਸੇ ਯੂਨੀਵਰਸਿਟੀ ਦੇ ਡਿਗਰੀ-ਵੰਡ ਸਮਾਗਮ ਨੂੰ ਸੰਬੋਧਨ ਨਹੀਂ ਕੀਤਾ।
ਇਹ ਦੱਸਣਾ ਵੀ ਕੁਥਾਂ ਨਹੀਂ ਹੋਵੇਗਾ ਕਿ ਤੁਹਾਡੀ ਦੁਨੀਆ ਨਾਲੋਂ ਮੇਰੇ ਨਾਤੇ ਦਾ ਤੋੜ੍ਹ-ਵਿਛੋੜਾ ਮੇਰੀ ਆਪਣੀ ਮਰਜ਼ੀ ਅਨੁਸਾਰ ਨਹੀਂ ਸੀ ਹੋਇਆ। ਇਹ ਤੋੜ੍ਹ-ਵਿਛੋੜਾ ਸਾਡੇ ਮੁਲਕ ਵਿਚ ਫਿਲਮ ਨਿਰਮਾਣ ਦੀਆਂ ਵਿਸ਼ੇਸ਼ ਹਾਲਤਾਂ ਕਾਰਨ ਹੋਇਆ। ਸਾਡੀ ਫਿਲਮੀ ਸਨਅਤ ਦਾ ਛੋਟਾ ਸੰਸਾਰ ਜਾਂ ਤਾਂ ਕਿਸੇ ਐਕਟਰ ਨੂੰ ਇਤਨਾ ਘੱਟ ਕੰਮ ਮੁਹੱਈਆ ਕਰਵਾਉਂਦਾ ਹੈ ਕਿ ਉਹ ਬੇਕਾਰੀ ਕਾਰਨ ਬਦਹਵਾਸ ਹੋ ਜਾਂਦਾ ਹੈ ਅਤੇ ਜਾਂ ਫਿਰ ਇਤਨਾ ਕੰਮ ਦਿਤਾ ਜਾਂਦਾ ਹੈ ਕਿ ਉਹ ਜ਼ਿੰਦਗੀ ਦੀਆਂ ਬਾਕੀ ਧਾਰਾਵਾਂ ਤੋਂ ਬਿਲਕੁਲ ਕੱਟਿਆ ਜਾਂਦਾ ਹੈ। ਉਸਨੂੰ ਆਪਣੀ ਸਧਾਰਨ ਪ੍ਰਵਾਰਿਕ ਜ਼ਿੰਦਗੀ ਦੇ ਸੁੱਖਾਂ ਨੂੰ ਹੀ ਤਿਆਗਣਾ ਨਹੀਂ ਪੈਂਦਾ ਸਗੋਂ ਆਪਣੀਆਂ ਬੌਧਿਕ ਤੇ ਅਧਿਆਤਮਿਕ ਲੋੜ੍ਹਾਂ ਦੀ ਵੀ ਅਣਦੇਖੀ ਕਰਨੀ ਪੈਂਦੀ ਹੈ। ਪਿਛਲੇ 25 ਸਾਲਾਂ ਵਿਚ ਮੈਂ 125 ਤੋਂ ਜ਼ਿਆਦਾ ਫਿਲਮਾਂ ਵਿਚ ਕੰਮ ਕੀਤਾ ਹੈ। ਇਤਨੇ ਅਰਸੇ ਦੌਰਾਨ ਇਕ ਸਮਕਾਲੀ ਯੂਰਪੀਅਨ ਜਾਂ ਅਮਰੀਕਨ ਐਕਟਰ ਨੇ 30 ਜਾਂ 35 ਫਿਲਮਾਂ ਕਰੀਆਂ ਹੁੰਦੀਆਂ। ਇਸ ਤੋਂ ਤੁਸੀਂ ਅੰਦਾਜ਼ਾ ਲਗਾ ਸਕਦੇ ਹੋ ਕਿ ਮੇਰੀ ਜ਼ਿੰਦਗੀ ਦਾ ਕਿੰਨਾ ਵੱਡਾ ਹਿੱਸਾ ਫਿਲਮਾਂ ਦੀਆਂ ਪਰਤਾਂ ਵਿਚ ਦੱਬ ਗਿਆ ਹੈ। ਬਹੁਤ ਸਾਰੀਆਂ ਕਿਤਾਬਾਂ ਜੋ ਮੈਂਨੂੰ ਪੜ੍ਹਣੀਆਂ ਚਾਹੀਦੀਆਂ ਸਨ, ਮੈਂ ਨਹੀਂ ਪੜ੍ਹ ਸਕਿਆ। ਬਹੁਤ ਸਾਰੇ ਮਹੱਤਵਪੂਰਨ ਵਾਕਿਆਤ ਜਿਨ੍ਹਾਂ ਦਾ ਮੈਂ ਹਿੱਸਾ ਬਣਨਾ ਸੀ, ਮੇਰੇ ਕੋਲ ਦੀ ਸਰਕ ਕੇ ਲੰਘ ਗਏ। ਕਈ ਵਾਰ ਮੈਂ ਬੁਰੀ ਤਰਾਂ ਪਿਛੇ ਰਹਿ ਗਿਆਂ ਮਹਿਸੂਸ ਕਰਦਾਂ ਹਾਂ। ਅਤੇ ਇਹ ਨਿਰਾਸ਼ਾ ਵੱਧਦੀ ਜਾਂਦੀ ਹੈ ਜਦ ਮੈਂ ਆਪਣੇ ਆਪ ਨੂੰ ਸਵਾਲ ਪੁੱਛਦਾ ਹਾਂ:ਇਹਨਾਂ 125 ਵਿਚੋਂ ਕਿੰਨੀਆਂ ਕੁ ਫਿਲਮਾਂ ਵਿਚ ਕੋਈ ਮਹੱਤਵਪੂਰਨ ਗੱਲ ਕੀਤੀ ਗਈ ਹੈ? ਕਿੰਨੀਆਂ ਕੁ ਯਾਦ ਰੱਖੇ ਜਾਣ ਲਈ ਦਾਅਵਾ ਪੇਸ਼ ਕਰ ਸਕਦੀਆਂ ਹਨ?ਸ਼ਾਇਦ ਬਹੁਤ ਥੋੜ੍ਹੀਆਂ। ਉਨ੍ਹਾਂ ਨੂੰ ਇਕੋ ਹੱਥ ਦੀਆਂ ਉਂਗਲਾਂ ਉੱਪਰ ਗਿਣਿਆ ਜਾ ਸਕਦਾ ਹੈ। ਅਤੇ ਉਹ ਵੀ ਜਾਂ ਤਾਂ ਪਹਿਲਾਂ ਹੀ ਭੁਲਾਈਆਂ ਜਾ ਚੁਕੀਆਂ ਹਨ ਅਤੇ ਜਾਂ ਫਿਰ ਜਲਦੀ ਹੀ ਭੁਲਾ ਦਿਤੀਆਂ ਜਾਣਗੀਆਂ।
ਇਸੇ ਲਈ ਮੈਂ ਕਿਹਾ ਸੀ ਕਿ ਮੈਂ ਸਨਿਮਰ ਬਣਨ ਦੀ ਕੋਸ਼ਿਸ਼ ਨਹੀਂ ਕਰ ਰਿਹਾ ਸੀ। ਮੈਂ ਤੁਹਾਨੂੰ ਸੁਚੇਤ ਇਸ ਲਈ ਕਰ ਰਿਹਾ ਹਾਂ ਤਾਂ ਕਿ ਮੇਰੇ ਵਲੋਂ ਤੁਹਾਨੂੰ ਨਿਰਾਸ਼ ਕਰਨ ਦੀ ਸੂਰਤ ਵਿਚ ,ਤੁਸੀਂ ਮੈਂਨੂੰ ਮਾਫ਼ ਕਰ ਦੇਵੋਂ। ਬਿਮਲ ਰਾਏ ਠੀਕ ਸੀ। ਇਕ ਕਲਾਕਾਰ ਦਾ ਕਾਰਜ-ਖੇਤਰ ਉਸ ਦਾ ਕੰਮ ਹੁੰਦਾ ਹੈ। ਹੁਣ ਕਿਉਂਕਿ ਮੈਨੂੰ ਬੋਲਣਾ ਹੀ ਪੈਣਾ ਹੈ,ਤਾਂ ਆਪਣੇ ਖੁਦ ਦੇ ਤਜ਼ਰਬੇ ਦੌਰਾਨ ਮੈਂ ਜੋ ਦੇਖਿਆ ਤੇ ਮਹਿਸੂਸ ਕੀਤਾ ਹੈ ਅਤੇ ਉਸ ਬਾਰੇ ਦੱਸਣਾ ਚਾਹੁੰਦਾ ਹਾਂ, ਮੈਨੂੰ ਉਥੋਂ ਤੱਕ ਹੀ ਮਹਿਦੂਦ ਰਹਿਣਾ ਚਾਹੀਦਾ ਹੈ। ਉਸ ਤੋਂ ਬਾਹਰ ਜਾਣਾ ਦਿਖਾਵਾ ਤੇ ਬੇਵਕੂਫੀ ਹੋਵੇਗੀ।
ਇਕ ਆਜ਼ਾਦ ਮਨੁੱਖ
ਮੈਂ ਤੁਹਾਨੂੰ ਮੇਰੇ ਕਾਲਜ ਸਮੇਂ ਦਾ ਇਕ ਵਾਕਿਆਤ ਦੱਸਣਾ ਚਾਹਾਂਗਾ ਜਿਸ ਨੂੰ ਮੈਂ ਕਦੇ ਵੀ ਭੁਲਾ ਨਹੀਂ ਸਕਿਆ। ਇਸ ਨੇ ਮੇਰੇ ਮਨ ਉੱਪਰ ਪੱਕੀ ਛਾਪ ਬਣਾ ਰੱਖੀ ਹੈ।
ਮੈਂ ਗਰਮੀਆਂ ਦੀਆਂ ਛੁਟੀਆਂ ਮਨਾਉਣ ਲਈ ਆਪਣੇ ਪਰਿਵਾਰ ਨਾਲ ਬੱਸ ਰਾਹੀਂ ਰਾਵਲਪਿੰਡੀ ਤੋਂ ਕਸ਼ਮੀਰ ਨੂੰ ਜਾ ਰਿਹਾ ਸੀ। ਅੱਧ-ਵਾਟੇ ਹੀ ਸਾਨੂੰ ਰੁਕਣਾ ਪਿਆ ਕਿਉਂਕਿ ਪਿਛਲੀ ਰਾਤ ਹੋਈ ਬਾਰਸ਼ ਕਾਰਨ ਸੜਕ ਦਾ ਇਕ ਵੱਡਾ ਹਿੱਸਾ ਭੂ-ਖਿਸਕਣ ਕਾਰਨ ਰੁੜ੍ਹ ਗਿਆ ਸੀ। ਭੂ-ਖਿਸਕਣ ਵਾਲੀ ਜਗਾਹ ਦੋਨੋਂ ਤਰਫ਼ ਬੱਸਾਂ ਤੇ ਕਾਰਾਂ ਦੀਆਂ ਲੱਗੀਆਂ ਲੰਬੀਆਂ ਕਤਾਰਾਂ ਵਿਚ ਅਸੀਂ ਵੀ ਸ਼ਾਮਲ ਹੋ ਗਏ। ਬੇਚੈਨੀ ਨਾਲ ਅਸੀਂ ਸੜਕ ਦੇ ਸਾਫ਼ ਹੋਣ ਦਾ ਇੰਤਜ਼ਾਰ ਕਰਨ ਲੱਗੇ। ਲੋਕ ਨਿਰਮਾਣ ਮਹਿਕਮੇ ਦੇ ਲੋਕਾਂ ਲਈ ਵੀ ਇਹ ਬਹੁਤ ਮੁਸ਼ਕਲ ਕੰਮ ਸੀ ਅਤੇ ਉਨ੍ਹਾਂ ਨੂੰ ਚਟਾਨਾਂ ਨੂੰ ਕੱਟ ਦੇ ਰਸਤਾ ਬਣਾਉਣ ਵਿਚ ਕਈ ਦਿਨ ਲੱਗ ਗਏ। ਇਸ ਸਾਰੇ ਸਮੇਂ ਦੌਰਾਨ ਵਾਹਨਾਂ ਦੇ ਡਰਾਇਵਰਾਂ ਤੇ ਮੁਸਾਫਿਰਾਂ ਨੇ ਆਪਣੀ ਬੇਸਬਰੀ ਤੇ ਲਗਾਤਾਰ ਦੇ ਮੁਜ਼ਾਹਰਿਆਂ ਨਾਲ ਦੁਰਗਮ ਹਾਲਾਤ ਨੂੰ ਹੋਰ ਵੀ ਮੁਸ਼ਕਲ ਬਣਾ ਦਿਤਾ। ਨੇੜਲੇ ਪਿੰਡਾਂ ਦੇ ਵਸਨੀਕ ਵੀ ਸ਼ਹਿਰੀਆਂ ਦੇ ਹੁੱਲੜਬਾਜ਼ ਵਤੀਰੇ ਤੋਂ ਅਵਾਜ਼ਾਰ ਹੋ ਗਏ।
ਇਕ ਸਵੇਰ ਓਵਰਸੀਅਰ ਨੇ ਸੜਕ ਦੇ ਸਾਫ਼ ਹੋਣ ਦਾ ਐਲਾਨ ਕਰ ਦਿਤਾ। ਡਰਾਇਵਰਾਂ ਨੂੰ ਚਲਣ ਲਈ ਹਰੀ ਝੰਡੀ ਦਿਖਾ ਦਿਤੀ ਗਈ। ਪਰ ਅਸੀਂ ਅਜ਼ੀਬ ਨਜ਼ਾਰਾ ਦੇਖਿਆ। ਕੋਈ ਵੀ ਡਰਾਇਵਰ ਪਹਿਲਾਂ ਸੜਕ ਪਾਰ ਕਰਨ ਲਈ ਤਿਆਰ ਨਹੀਂ ਸੀ। ਉਹ ਬਸ ਰੁਕੇ ਹੋਏ ਸਨ ਅਤੇ ਦੋਨੋਂ ਤਰਫ਼ਾਂ ਤੋਂ ਇਕ–ਦੂਜੇ ਵੱਲ ਦੇਖ ਰਹੇ ਸਨ। ਕੋਈ ਸ਼ੱਕ ਨਹੀਂ ਸੀ ਕਿ ਸੜਕ ਡੰਗ-ਟਪਾਊ ਅਤੇ ਖਤਰਨਾਕ ਵੀ ਸੀ। ਇਕ ਤਰਫ਼ ਪਹਾੜ ਅਤੇ ਦੂਜੀ ਤਰਫ਼ ਡੂੰਘੀ ਖਾਈ ਤੇ ਹੇਠ ਦਰਿਆ ਬਹਿ ਰਿਹਾ ਸੀ। ਦੋਨੋਂ ਤਰਫ਼ ਹੀ ਬਹੁਤ ਡਰਾਵਣਾ ਦ੍ਰਿਸ਼ ਸੀ। ਓਵਰਸੀਅਰ ਨੇ ਸੜਕ ਦਾ ਬਹੁਤ ਚੰਗੀ ਤਰਾਂ ਨਿਰੀਖਣ ਕੀਤਾ ਸੀ ਅਤੇ ਪੂਰੀ ਜ਼ਿੰਮੇਵਾਰੀ ਦੀ ਭਾਵਨਾ ਨਾਲ ਹੀ ਇਸ ਨੂੰ ਖੋਲਿਆ ਸੀ। ਕੋਈ ਵੀ ਉਸ ਦੇ ਵਿਵੇਕ ਉੱਪਰ ਵਿਸ਼ਵਾਸ ਕਰਨ ਨੂੰ ਤਿਆਰ ਨਹੀਂ ਸੀ ਹਾਲਾਂ ਕਿ ਇਹੀ ਲੋਕ ਇਕ ਦਿਨ ਪਹਿਲਾਂ ਤੱਕ ਉਸ ਅਤੇ ਉਸ ਦੇ ਮਹਿਕਮੇ ਉੱਪਰ ਆਲਸੀਪਣੇ ਅਤੇ ਨਾ-ਅਹਿਲੀਅਤ ਦੇ ਦੋਸ਼ ਲਗਾ ਰਹੇ ਸਨ। ਇਸ ਗੂੰਗੀ ਚੁੱਪ ਵਿਚ ਅੱਧਾ ਘੰਟਾ ਬੀਤ ਗਿਆ। ਕੋਈ ਜਣਾ ਵੀ ਨਾ ਹਿਲਿਆ। ਅਚਾਨਕ ਹਰੇ ਰੰਗ ਦੀ ਇਕ ਛੋਟੀ ਸਪੋਰਟਸ ਕਾਰ ਆਉਂਦੀ ਦਿਸੀ। ਇਸ ਕਾਰ ਦਾ ਇਕੱਲਾ ਸਵਾਰ ਇਕ ਅੰਗਰੇਜ਼ ਸ਼ਖਸ ਇਸ ਨੂੰ ਚਲਾ ਰਿਹਾ ਸੀ। ਉਹ ਇੰਨੀ ਸਾਰੀ ਭੀੜ੍ਹ ਤੇ ਇੰਨੇ ਸਾਰੇ ਖੜ੍ਹੇ ਵਾਹਨਾਂ ਨੂੰ ਦੇਖ ਕੇ ਥੋੜ੍ਹਾ ਹੈਰਾਨ ਹੋਇਆ। ਸੁੰਦਰ ਜੈਕਟ ਤੇ ਪਤਲੂਨ ਪਹਿਨੇ, ਮੈਂ ਅਲੱਗ ਹੀ ਨਜ਼ਰੀਂ ਪੈਂਦਾ ਸੀ। “ ਕੀ ਹੋਇਆ?” ਉਸ ਨੇ ਮੈਨੂੰ ਪੁਛਿਆ।
ਮੈਂ ਉਸ ਨੂੰ ਸਾਰੀ ਕਹਾਣੀ ਸੁਣਾ ਦਿਤੀ। ਉਹ ਜ਼ੋਰ ਦੀ ਹੱਸਿਆ, ਹਾਰਨ ਵਜਾਇਆ ਅਤੇ ਬਿਨਾਂ ਕਿਸੇ ਝਿਜਕ ਤੋਂ ਸੜਕ ਦੇ ਖਤਰਨਾਕ ਹਿੱਸੇ ਨੂੰ ਪਾਰ ਕਰਦਾ ਹੋਇਆ ਸਿੱਧਾ ਨਿਕਲ ਗਿਆ।
ਅਤੇ ਹੁਣ ਪੈਂਡੂਲਮ ਦੂਸਰੀ ਤਰਫ਼ ਘੁੰਮ ਗਿਆ। ਹਰ ਇਕ ਸੜਕ ਪਾਰ ਕਰਨ ਲਈ ਇਤਨਾ ਕਾਹਲਾ ਸੀ ਕਿ ਉਹ ਇਕ ਦੂਜੇ ਵਿਚ ਫਸ ਗਏ ਅਤੇ ਕੁਝ ਚਿਰ ਲਈ ਇਕ ਨਵਾਂ ਘੜਮੱਸ ਪੈਦਾ ਹੋ ਗਿਆ। ਸੈਂਕੜੇ ਇੰਜਨਾਂ ਤੇ ਹਾਰਨਾਂ ਦੀ ਆਵਾਜ਼ ਬਰਦਾਸ਼ਤ ਦੀ ਹੱਦ ਤੋਂ ਬਾਹਰ ਹੋ ਗਈ।
ਉਸ ਦਿਨ ਮੈਂ ਇਕ ਆਜ਼ਾਦ ਮੁਲਕ ਅਤੇ ਇਕ ਗੁਲਾਮ ਮੁਲਕ ਵਿਚ ਪਲ ਕੇ ਪ੍ਰਵਾਨ ਚੜ੍ਹੇ ਇਨਸਾਨਾਂ ਦੇ ਵਿਹਾਰਾਂ ਵਿਚ ਅੰਤਰ ਨੂੰ ਆਪਣੀ ਅੱਖੀਂ ਦੇਖਿਆ। ਇਕ ਆਜ਼ਾਦ ਵਿਅੱਕਤੀ ਆਪਣੇ ਤੌਰ ’ਤੇ ਸੋਚਣ, ਨਿਰਨਾ ਕਰਨ ਅਤੇ ਅਮਲ ਕਰਨ ਦੀ ਸਮੱਰਥਾ ਰਖਦਾ ਹੈ। ਪਰ ਇਕ ਗੁਲਾਮ ਵਿਅਕਤੀ ਇਹ ਸਮੱਰਥਾ ਗੁਆ ਬੈਠਦਾ ਹੈ। ਉਹ ਆਪਣੀ ਸੋਚਣੀ ਦੂਸਰਿਆਂ ਤੋਂ ਉਧਾਰ ਲੈਂਦਾ ਹੈ, ਨਿਰਨੇ ਕਰਨ ਵਿਚ ਹਿਚਕਿਚਾਉਂਦਾ ਰਹਿੰਦਾ ਹੈ ਅਤੇ ਅਕਸਰ ਪਹਿਲਾਂ ਗਾਹੇ ਹੋਏ ਰਾਹਾਂ ਉੱਪਰ ਹੀ ਚਲਦਾ ਹੈ।
ਇਸ ਘਟਨਾ ਤੋਂ ਮੈਂ ਇਕ ਸਬਕ ਸਿਖਿਆ ਜੋ ਮੇਰੇ ਲਈ ਬਹੁਤ ਮੁਲਵਾਨ ਰਿਹਾ ਹੈ। ਮੈਂ ਇਸ ਨੂੰ ਆਪਣੀ ਜ਼ਿੰਦਗੀ ਦਾ ਮਾਪਦੰਡ ਬਣਾ ਲਿਆ। ਆਪਣੀ ਜ਼ਿੰਦਗੀ ਦੇ ਪੰਧ ਦੌਰਾਨ ਜਦ ਕਦੇ ਵੀ ਮੈਂ ਆਪਣੇ ਅਹਿਮ ਫੈਸਲੇ ਖੁਦ ਲੈਣ ਦਾ ਕਾਬਲ ਹੋਇਆਂ ਹਾਂ, ਮੈਂ ਖੁਸ਼ੀ ਮਹਿਸੂਸ ਕੀਤੀ ਹੈ। ਮੇਰੇ ਚਿਹਰੇ ਉੱਪਰ ਆਜ਼ਾਦੀ ਦੀ ਹਵਾ ਰੁਮਕੀ ਹੈ। ਮੈਂ ਆਪਣੇ ਆਪ ਨੂੰ ਆਜ਼ਾਦ ਮਨੁੱਖ ਕਿਆਸ ਕੀਤਾ ਹੈ। ਮੇਰੀ ਰੂਹ ਨੇ ਉੱਚੀ ਉਡਾਰੀ ਲਾਈ ਹੈ ਅਤੇ ਮੈਂ ਆਪਣੀ ਜ਼ਿੰਦਗੀ ਨੂੰ ਮਾਣਿਆ ਹੈ ਕਿਉਂਕਿ ਮੈਨੂੰ ਮਹਿਸੂਸ ਹੋਇਆ ਹੈ ਕਿ ਜ਼ਿੰਦਗੀ ਦਾ ਕੋਈ ਅਰਥ ਹੈ।
ਪਰ ਸੱਚ ਨਾਲ, ਅਜਿਹੇ ਮੌਕੇ ਬਹੁਤ ਘੱਟ ਆਏ ਹਨ। ਅਹਿਮ ਮੌਕਿਆਂ ’ਤੇ ਅਕਸਰ ਮੈਂ ਆਪਣਾ ਹੌਸਲਾ ਹਾਰ ਬੈਠਾ ਅਤੇ ਦੂਸਰੇ ਲੋਕਾਂ ਦੀ ਸਿਆਣਪ ਦਾ ਆਸਰਾ ਲਿਆ। ਮੈਂ ਆਸਾਨ ਰਾਹ ਦੀ ਚੋਣ ਕੀਤੀ। ਮੈਂ ਉਹੀ ਫੈਸਲੇ ਲਏ ਜਿਨ੍ਹਾਂ ਦੀ ਤਵੱਕੋ ਮੈਂਥੋਂ ਮੇਰਾ ਪਰਿਵਾਰ, ਮੇਰੀ ਬੁਰਜ਼ੁਆ ਜਮਾਤ ਅਤੇ ਉਨ੍ਹਾਂ ਵਲੋਂ ਮਾਨਤਾ ਪ੍ਰਾਪਤ ਕਦਰਾਂ-ਕੀਮਤਾਂ ਦੁਆਰਾ ਕੀਤੀ ਜਾਂਦੀ ਸੀ। ਮੈਂ ਸੋਚਦਾ ਇਕ ਤਰ੍ਹਾਂ ਸਾਂ ਪਰ ਅਮਲ ਕਿਸੇ ਹੋਰ ਤਰ੍ਹਾਂ ਕਰਦਾ ਸਾਂ। ਇਸੇ ਕਾਰਨ ਬਾਅਦ ਵਿਚ ਮੈਂਨੂੰ ਆਪਣੇ ਤੋਂ ਘਿਣ ਆਉਂਦੀ ਸੀ। ਕੁਝ ਫੈਸਲੇ ਮਨੁੱਖੀ ਖੁਸ਼ੀ ਦੇ ਪੱਖ ਤੋਂ ਵੀ ਤਬਾਹਕੁੰਨ ਸਾਬਤ ਹੋਏ। ਜਦ ਕਦੇ ਵੀ ਮੈਂ ਹੌਸਲਾ ਹਾਰਿਆ,ਜ਼ਿੰਦਗੀ ਮੇਰੇ ਲਈ ਅਰਥਹੀਣ ਬੋਝ ਬਣ ਗਈ।
ਮੈਂ ਤੁਹਾਨੂੰ ਇਕ ਅੰਗਰੇਜ਼ ਸ਼ਖਸ ਬਾਰੇ ਦੱਸਿਆ। ਮੇਰੇ ਖਿਆਲ ’ਚ ਇਹ ਕਹਾਣੀ ਹੀ ਆਪਣੇ ਆਪ ਵਿਚ ਮੇਰੇ ਵਲੋਂ ਉਸ ਸਮੇਂ ਮਹਿਸੂਸ ਕੀਤੀ ਗਈ ਹੀਣ ਭਾਵਨਾ ਦੀ ਤਰਜ਼ਮਾਨੀ ਕਰਦੀ ਹੈ। ਮੈਂ ਤੁਹਾਨੂੰ ਸਰਦਾਰ ਭਗਤ ਸਿੰਘ ਦੀ ਮਿਸਾਲ ਵੀ ਦੇ ਸਕਦਾ ਸੀ ਜਿਨ੍ਹਾਂ ਨੇ ਉਸੇ ਸਾਲ ਫਾਂਸੀ ਦਾ ਰੱਸਾ ਚੁੰਮਿਆ ਸੀ। ਮੈਂ ਤੁਹਾਨੂੰ ਮਹਾਤਮਾ ਗਾਂਧੀ ਦੀ ਉਦਾਹਰਣ ਵੀ ਦੇ ਸਕਦਾ ਸੀ ਜਿਨ੍ਹਾਂ ਵਿਚ ਆਪਣੇ ਫੈਸਲੈ ਆਪ ਲੈਣ ਦਾ ਹੌਸਲਾ ਹਮੇਸ਼ਾ ਕਾਇਮ ਰਿਹਾ। ਮੈਂਨੂੰ ਯਾਦ ਹੈ ਕਿ ਕਿਵੇਂ ਮੇਰੇ ਕਾਲਜ ਦੇ ਪ੍ਰੋਫੈਸਰ ਅਤੇ ਮੇਰੇ ਕਸਬੇ ਦੇ ਸਿਆਣੇ ਇਜ਼ਤਦਾਰ ਲੋਕ ਮਹਾਤਮਾ ਗਾਂਧੀ ਦੀ ਬੇਵਕੂਫੀ ਉਪਰ ਸਿਰ ਫੇਰਦੇ ਸਨ ਜੋ ਇਹ ਸੋਚਦਾ ਸੀ ਕਿ ਆਪਣੇ ਸਚਾਈ ਤੇ ਅਹਿੰਸਾ ਦੇ ਸ਼ੇਖ-ਚਿਲੀ ਸਿਧਾਤਾਂ ਦੇ ਸਹਾਰੇ ਉਹ ਦੁਨੀਆ ਦੇ ਸਭ ਤੋਂ ਤਾਕਤਵਰ ਸਾਮਰਾਜ ਨੂੰ ਹਰਾ ਦੇਵੇਗਾ। ਮੈਂਨੂੰ ਲੱਗਦਾ ਹੈ ਕਿ ਮੇਰੇ ਸ਼ਹਿਰ ਦੇ ਇਕ ਪ੍ਰਤੀਸ਼ਤ ਤੋਂ ਵੀ ਘੱਟ ਲੋਕ ਇਹ ਸੋਚਦੇ ਸਨ ਕਿ ਉਹ ਆਪਣੀ ਜ਼ਿੰਦਗੀ ਵਿਚ ਭਾਰਤ ਨੂੰ ਆਜ਼ਾਦ ਮੁਲਕ ਦੇ ਤੌਰ ‘ਤੇ ਦੇਖ ਸਕਣਗੇ। ਪਰ ਮਹਾਤਮਾ ਗਾਂਧੀ ਨੂੰ ਆਪਣੇ ਆਪ ’ਤੇ, ਆਪਣੇ ਦੇਸ਼ ਅਤੇ ਆਪਣੇ ਲੋਕਾਂ ਉੱਪਰ ਭਰੋਸਾ ਸੀ। ਤੁਹਾਡੇ ਵਿਚੋਂ ਕੁਝ ਲੋਕਾਂ ਨੇ ਨੰਦ ਲਾਲ ਬੋਸ ਦੁਆਰਾ ਬਣਾਇਆ ਹੋਇਆ ਮਹਾਤਮਾ ਗਾਂਧੀ ਦਾ ਚਿਤਰ ਦੇਖਿਆ ਹੋਵੇਗਾ। ਇਹ ਉਸ ਆਦਮੀ ਦਾ ਚਿਤਰ ਹੈ ਜਿਸ ਵਿਚ ਆਪਣੇ ਆਪ ਲਈ ਸੋਚਣ ਤੇ ਅਮਲ ਕਰਨ ਦਾ ਹੌਸਲਾ ਹੈ।
ਆਪਣੇ ਕਾਲਜ ਦੇ ਸਮੇਂ ਦੌਰਾਨ ਮੈਂ ਭਗਤ ਸਿੰਘ ਜਾਂ ਮਹਾਤਮਾ ਗਾਂਧੀ ਤੋਂ ਪ੍ਰਭਾਵਿਤ ਨਹੀਂ ਸਾਂ। ਮੈਂ ਪੰਜਾਬ ਦੀ ਬਹੁਤ ਹੀ ਸ਼ਾਨਦਾਰ ਵਿਦਿਅਕ ਸੰਸਥਾ ਗੌਰਮਿੰਟ ਕਾਲਜ ਲਾਹੌਰ ਤੋਂ ਆਪਣੀ ਐਮ.ਏ ਇੰਗਲਿਸ਼ ਲਿਟਰੇਚਰ ਦੀ ਪੜ੍ਹਾਈ ਕਰ ਰਿਹਾ ਸੀ। ਇਸ ਸੰਸਥਾ ਵਿਚ ਸਿਰਫ਼ ਬਹੁਤ ਹੁਸ਼ਿਆਰ ਵਿਦਿਆਰਥੀਆਂ ਨੂੰ ਹੀ ਦਾਖਲਾ ਮਿਲਦਾ ਸੀ। ਆਜ਼ਾਦੀ ਤੋਂ ਬਾਅਦ ਮੇਰੇ ਨਾਲ ਪੜ੍ਹਣ ਵਾਲੇ ਵਿਦਿਆਰਥੀਆਂ ਨੇ ਭਾਰਤ ਤੇ ਪਾਕਸਿਤਾਨ ਵਿਚ ਸਮਾਜ ਤੇ ਸਰਕਾਰ ਦੋਨੋਂ ਜਗਾਹ ਬਹੁਤ ਉੱਚ ਪਦਵੀਆਂ ਹਾਸਲ ਕੀਤੀਆਂ ਹਨ । ਪਰ ਇਸ ਕਾਲਜ ਵਿਚ ਦਾਖਲਾ ਲੈਣ ਲਈ ਸਾਨੂੰ ਇਕ ਲਿਖਤੀ ਅਹਿਦਨਾਮਾ ਦੇਣਾ ਪਿਆ ਕਿ ਅਸੀਂ ਕਿਸੇ ਸਿਆਸੀ ਲਹਿਰ ਵਿਚ ਜਿਸ ਦਾ ਉਸੇ ਸਮੇਂ ਮਤਲਬ ਸੀ ਆਜ਼ਾਦੀ ਦੀ ਲਹਿਰ,ਵਿਚ ਕੋਈ ਦਿਲਚਸਪੀ ਨਹੀਂ ਲਵਾਂਗੇ।
ਇਸ ਸਾਲ ਅਸੀਂ ਆਪਣੀ ਆਜ਼ਾਦੀ ਦੀ 25ਵੀਂ ਸਾਲ-ਗ੍ਰਹਿ ਮਨਾ ਰਹੇ ਹਾਂ। ਪਰ ਕੀ ਇਮਾਨਦਾਰੀ ਨਾਲ ਅਸੀਂ ਕਹਿ ਸਕਦੇ ਹਾਂ ਕਿ ਅਸੀਂ ਆਪਣੀ ਗੁਲਾਮ ਜ਼ਹਿਨੀਅਤ,ਆਪਣੀ ਹੀਣ-ਭਾਵਨਾ,ਤੋਂ ਛੁਟਕਾਰਾ ਪਾ ਲਿਆ ਹੈ?
ਕੀ ਅਸੀਂ ਦਾਅਵਾ ਕਰ ਸਕਦੇ ਹਾਂ ਕਿ ਵਿਅਕਤੀਗੱਤ, ਸਮਾਜਿਕ ਜਾਂ ਸੰਸਥਾਪਿਕ ਪੱਧਰ ’ਤੇ ਸਾਡੀ ਸੋਚ,ਸਾਡੇ ਨਿਰਨੇ ਜਾਂ ਇਥੋਂ ਤੱਕ ਕਿ ਸਾਡੇ ਅਮਲ,ਸਾਡੇ ਆਪਣੇ ਹਨ,ਉਧਾਰੇ ਲਏ ਹੋਏ ਨਹੀਂ ? ਕੀ ਅਸੀਂ ਅਧਿਆਤਮਿਕ ਵਿਵੇਕ ਅਨੁਸਾਰ ਸੱਚਮੁਚ ਆਜ਼ਾਦ ਹਾਂ?ਕੀ ਅਸੀਂ ਆਪਣੇ ਆਪ ਸੋਚਣ ਤੇ ਅਮਲ ਕਰਨ ਦਾ ਹੌਸਲਾ ਕਰ ਸਕਦੇ ਹਾਂ ਜਾਂ ਫਿਰ ਅਸੀਂ ਇਸ ਦਾ ਸਿਰਫ਼ ਦਿਖਾਵਾ ਕਰਦੇ ਹਾਂ-ਆਪਣੀ ਆਜ਼ਾਦੀ ਦਾ ਮਹਿਜ਼ ਉੱਪਰੀ ਦਿਖਾਵਾ?

ਮੈਂ ਤੁਹਾਡਾ ਧਿਆਨ ਫਿਲਮ ਸਨਅਤ ਦੀ ਤਰਫ਼ ਦਿਵਾਉਣਾ ਚਾਹਾਂਗਾ ਜਿਸ ਨਾਲ ਮੈਂ ਸਬੰਧਿਤ ਹਾਂ। ਮੈਂਨੂੰ ਪਤਾ ਹੈ ਕਿ ਸਾਡੀਆਂ ਬਹੁਤ ਸਾਰੀਆਂ ਫਿਲਮਾਂ ਅਜਿਹੀਆਂ ਹਨ ਜਿਨ੍ਹਾਂ ਦਾ ਨਾਮ ਲੈਂਦੇ ਹੀ ਤੁਸੀਂ ਹੱਸ ਪਵੋਗੇ। ਪੜ੍ਹੇ ਲਿਖੇ ਬੁਧੀਜੀਵੀ ਲੋਕਾਂ ਦੀ ਨਜ਼ਰ ਵਿਚ ਹਿੰਦੀ ਫਿਲਮਾਂ ਤਮਾਸ਼ੇ ਤੋਂ ਵੱਧ ਕੁਝ ਨਹੀਂ। ਉਨ੍ਹਾਂ ਦੀਆਂ ਕਹਾਣੀਆਂ ਬਚਕਾਨਾ,ਗ਼ੈਰ-ਹਕੀਕੀ ਤੇ ਤਰਕਹੀਣ ਹਨ। ਪਰ ਤੁਸੀਂ ਮੇਰੇ ਨਾਲ ਸਹਿਮਤ ਹੋਵੋਗੇ ਕਿ ਉਨ੍ਹਾਂ ਦਾ ਸਭ ਤੋਂ ਵੱਡਾ ਨੁਕਸ ਹੈ ਉਨ੍ਹਾਂ ਦੇ ਕਥਾਨਕ, ਤਕਨੀਕ, ਗਾਣੇ ਅਤੇ ਨਾਚ ਆਦਿ ਲਈ ਪੱਛਮ ਦੀਆਂ ਫਿਲਮਾਂ ਦੀ ਹੂ--ਹੂ, ਬੇਅਕਲੀ ਅਤੇ ਬੇਸ਼ਰਮੀ ਨਾਲ ਕੀਤੀ ਗਈ ਨਕਲ। ਇਸ ਵਿਚ ਕੋਈ ਹੈਰਾਨੀ ਵਾਲੀ ਗੱਲ ਨਹੀਂ ਕਿ ਤੁਸੀਂ ਨੌਜਵਾਨ ਲੋਕ ਸਾਡੇ ਉੱਪਰ ਹੱਸਦੇ ਹੋ ਭਾਵੇਂ ਕਿ ਤੁਹਾਡੇ ਚੋਂ ਵੀ ਕੁਝ ਖੁਦ ਫਿਲਮ ਸਟਾਰ ਬਣਨ ਦੇ ਸੁਪਨੇ ਲੈਂਦੇ ਹੋਣਗੇ।
ਮੇਰੇ ਲਈ ਹਿੰਦੀ ਫਿਲਮਾਂ ’ਤੇ ਹੱਸਣਾ ਆਸਾਨ ਨਹੀਂ ਹੈ। ਮੈਂ ਆਪਣੀ ਰੋਟੀ-ਰੋਜ਼ੀ ਉਨ੍ਹਾਂ ਤੋਂ ਕਮਾਉਂਦਾ ਹਾਂ। ਉਨ੍ਹਾਂ ਕਾਰਨ ਮੈਨੂੰ ਢੇਰ ਸਾਰੀ ਪ੍ਰਸਿਧੀ ਤੇ ਦੌਲਤ ਮਿਲੀ ਹੈ। ਘੱਟੋ-ਘੱਟ ਕੁਝ ਹੱਦ ਤੱਕ ਮੈਂ ਹਿੰਦੀ ਫਿਲਮਾਂ ਦਾ ਉਸ ਉੱਚ ਸਤਿਕਾਰ ਲਈ ਦੇਣਦਾਰ ਹਾਂ ਜੋ ਅੱਜ ਤੁਸੀਂ ਮੈਨੂੰ ਬਖ਼ਸਿਆ ਹੈ।
ਜਦੋਂ ਮੈਂ ਤੁਹਾਡੀ ਤਰ੍ਹਾਂ ਵਿਦਿਆਰਥੀ ਸੀ ਤਾਂ ਅੰਗਰੇਜ਼ ਤੇ ਗ਼ੈਰ-ਅੰਗਰੇਜ਼,ਦੋਵੇਂ ਤਰ੍ਹਾਂ ਦੇ ਸਾਡੇ ਅਧਿਆਪਕਾਂ ਨੇ ਸਾਨੂੰ ਇਹ ਮਨਵਾਉਣ ਦੀ ਕੋਸ਼ਿਸ਼ ਕੀਤੀ ਕਿ ਸੂਖਮ ਕਲਾਵਾਂ ਸਿਰਫ਼ ਗੋਰੇ ਲੋਕਾਂ ਦਾ ਪਰਮ-ਅਧਿਕਾਰ ਸਨ। ਮਹਾਨ ਫਿਲਮਾਂ,ਮਹਾਨ ਡਰਾਮਾ, ਉੱਚ-ਪਾਏ ਦੀ ਅਦਾਕਾਰੀ ਅਤੇ ਮਹਾਨ ਚਿਤਰਕਾਰੀ ਆਦਿ ਸਿਰਫ਼ ਯੂਰਪ ਤੇ ਅਮਰੀਕਾ ਵਿਚ ਹੀ ਸੰਭਵ ਸਨ। ਭਾਰਤੀ ਲੋਕ, ਉਨ੍ਹਾਂ ਦੀ ਭਾਸ਼ਾ ਤੇ ਸਭਿਆਚਾਰ,ਹਕੀਕੀ ਕਲਾਕਾਰੀ ਪ੍ਰਗਟਾਵੇ ਲਈ ਤੱਦ ਤੱਕ ਬਹੁਤ ਖਰਵੇ ਅਤੇ ਪਿਛੜੇ ਹੋਏ ਸਨ। ਸਾਨੂੰ ਇਹ ਬੁਰਾ ਲੱਗਦਾ ਅਤੇ ਬਾਹਰੋਂ ਅਸੀਂ ਇਸ ਬਾਰੇ ਗੁੱਸਾ ਵੀ ਜ਼ਾਹਰ ਕਰਦੇ ਪਰ ਅੰਦਰੋਂ ਸਾਨੂੰ ਇਹ ਨਿਰਨਾ ਸਵੀਕਾਰਨਾ ਪੈਂਦਾ।
ਉਸ ਸਮੇਂ ਨਾਲੋਂ ਹੁਣ ਦ੍ਰਿਸ਼ ਬਹੁਤ ਬਦਲ ਗਿਆ ਹੈ। ਆਜ਼ਾਦੀ ਤੋਂ ਬਾਅਦ ਭਾਰਤ ਨੇ ਕਲਾ ਦੇ ਹਰ ਖੇਤਰ ਵਿਚ ਬਹੁਤ ਤਰੱਕੀ ਕੀਤੀ ਹੈ। ਫਿਲਮ ਨਿਰਮਾਣ ਦੇ ਖੇਤਰ ਵਿਚ ਸਤਿਆਜੀਤ ਰੇਅ ਅਤੇ ਬਿਮਲ ਰਾਏ ਜਿਹੇ ਨਾਮ ਕੌਮਾਂਤਰੀ ਸ਼ਖਸੀਅਤਾਂ ਵਜੋਂ ਜਾਣੇ ਜਾਂਦੇ ਹਨ। ਸਾਡੇ ਬਹੁਤ ਸਾਰੇ ਕਲਾਕਾਰ,ਕੈਮਰਾਮੈਨ ਤੇ ਤਕਨੀਸ਼ੀਅਨ ਦੁਨੀਆ ਭਰ ਦੇ ਬਿਹਤਰੀਨਾਂ ਦੇ ਮੁਕਾਬਲੇ ਦੇ ਹਨ। ਆਜ਼ਾਦੀ ਤੋਂ ਪਹਿਲਾਂ ਅਸੀਂ ਨਾਮ-ਲੈਣ ਯੋਗ ਮੁਸ਼ਕਲ ਨਾਲ 10 ਜਾਂ 15 ਫਿਲਮਾਂ ਬਣਾਉਂਦੇ ਸਾਂ। ਅੱਜ ਅਸੀਂ ਦੁਨੀਆਂ ਵਿਚ ਸਭ ਤੋਂ ਵੱਧ ਫਿਲਮਾਂ ਬਣਾਉਣ ਵਾਲਾ ਦੇਸ਼ ਬਣ ਗਏ ਹਾਂ। ਸਾਡੀਆ ਫਿਲਮਾਂ ਸਿਰਫ਼ ਸਾਡੇ ਦੇਸ਼ ਦੇ ਲੋਕਾਂ ਵਿਚ ਹੀ ਨਹੀਂ ਸਗੋਂ ਪਾਕਿਸਤਾਨ,ਅਫਗਾਨਿਸਤਾਨ, ਇਰਾਨ,ਸੋਵੀਅਤ ਯੂਨੀਅਨ ਦੇ ਪੂਰਬੀ ਗਣਰਾਜਾਂ,ਮਿਸਰ ਤੇ ਦੂਸਰੇ ਅਰਬ ਮੁਲਕਾਂ ,ਦੂਰ ਪੂਰਬ ਦੇ ਦੇਸ਼ਾਂ ਅਤੇ ਅਫਰੀਕੀ ਮੁਲਕਾਂ ਵਿਚ ਵੀ ਬਹੁਤ ਮਕਬੂਲ ਹਨ। ਇਸ ਖੇਤਰ ਵਿਚ ਅਸੀਂ ਹਾਲੀਵੁਡ ਦੀ ਇਜ਼ਾਰੇਦਾਰੀ ਖਤਮ ਕਰ ਦਿਤੀ ਹੈ।
ਸਮਾਜਿਕ ਜ਼ਿੰਮੇਵਾਰੀ ਦੇ ਪੱਖ ਤੋਂ ਵੀ, ਭਾਰਤੀ ਫਿਲਮਾਂ ਅਜੇ ਤੱਕ ਉਸ ਨੀਵੇਂ ਪੱਧਰ ਤੱਕ ਨਹੀਂ ਨਿਘਰੀਆਂ ਜਿਥੋਂ ਤੱਕ ਕੁਝ ਪੱਛਮੀ ਮੁਲਕਾਂ ਦੀਆਂ ਫਿਲਮਾਂ ਗਿਰ ਚੁਕੀਆਂ ਹਨ। ਮੁਨਾਫ਼ਾ ਕਮਾਉਣ ਲਈ ਭਾਰਤੀ ਫਿਲਮਸਾਜ਼ ਨੇ ਅਜੇ ਤੱਕ ਸੈਕਸ ਅਤੇ ਅਪਰਾਧ ਦਾ ਉਸ ਪੱਧਰ ਤੱਕ ਗਲਤ ਇਸਤੇਮਾਲ ਨਹੀਂ ਕੀਤਾ ਜਿਸ ਹੱਦ ਤੱਕ ਅਮਰੀਕੀ ਫਿਲਮ ਨਿਰਮਾਤਾ ਕਈ ਸਾਲਾਂ ਤੋਂ ਕਰਦੇ ਆ ਰਹੇ ਹਨ ਅਤੇ ਇਸ ਤਰਾਂ ਉਸ ਮੁਲਕ ਲਈ ਗੰਭੀਰ ਸਮਾਜਿਕ ਸਮੱਸਿਆ ਖੜ੍ਹੀ ਕਰ ਰਹੇ ਹਨ।
ਪਰ ਸਾਡੇ ਇਹ ਸਾਰੇ ਹਾਂਦਰੂ ਪੱਖ,ਸਾਡੇ ਇਕ ਵੱਡੇ ਦੋਸ਼ ਥੱਲੇ ਦੱਬ ਕੇ ਰਹਿ ਜਾਂਦੇ ਹਨ-ਕਿ ਅਸੀਂ ਰੀਸ ਕਰਦੇ ਹਾਂ ਅਤੇ ਨਕਲਚੀ ਹਾਂ। ਸਾਡਾ ਇਹੀ ਇਕੋ ਦੋਸ਼ ਹਰ ਜਗਾਹ ਸਾਨੂੰ ਬੁਧੀਜੀਵੀ ਲੋਕਾਂ ਦੇ ਹਾਸੇ ਦਾ ਪਾਤਰ ਬਣਾਉਂਦਾ ਹੈ। ਅਸੀਂ ਉਧਾਰੇ ਲਏ ਅਤੇ ਬੇਹੇ ਹੋ ਚੁੱਕੇ ਫਾਰਮੂਲਿਆਂ ਅਨੁਸਾਰ ਫਿਲਮਾਂ ਬਣਾਉਂਦੇ ਹਾਂ। ਸਾਡੇ ਵਿਚ ਆਪਣਾ ਖੁਦ ਦਾ ਰਸਤਾ ਚੁਣਨ, ਆਪਣੇ ਦੇਸ਼ ਦੀ ਹਕੀਕਤ ਨਾਲ ਆਢਾ ਲਾਉਣ ਅਤੇ ਇਸ ਨੂੰ ਵਿਸ਼ਵਾਸਮਈ ਤਰੀਕੇ ਨਾਲ ਸਾਡੀ ਆਪਣੀ ਪ੍ਰਤਿਭਾ ਅਨੁਸਾਰ ਪੇਸ਼ ਕਰਨ ਦਾ ਹੌਸਲਾ ਨਹੀਂ ਹੈ।
ਮੈਂ ਇਹ ਗੱਲਾਂ ਆਮ ਹਿੰਦੀ ਜਾਂ ਤਾਮਿਲ ਵਪਾਰਕ ਫਿਲਮਾਂ ਦੇ ਪੱਖ ਤੋਂ ਹੀ ਨਹੀਂ ਕਹਿ ਰਿਹਾ। ਮੇਰੀ ਇਹ ਸ਼ਿਕਾਇਤ ਸਾਡੀਆਂ ਤਥਾ-ਕਥਿਤ ਅਗਾਂਹਵਧੂ ਤੇ ਤਜ਼ਰਬੇਕਾਰੀ ਫਿਲਮਾਂ ਬਾਰੇ ਵੀ ਹੈ, ਚਾਹੇ ਫਿਰ ਉਹ ਬੰਗਾਲੀ,ਹਿੰਦੀ ਜਾਂ ਮਲਿਆਲਮ ਹੋਣ। ਸਤਿਆਜੀਤ ਰੇਅ, ਮਰੀਨਲ ਸੇਨ,ਸੁਖਦੇਵ, ਬਾਸੂ ਭੱਟਾਚਾਰਜੀ ਜਾਂ ਰਾਜਿੰਦਰ ਸਿੰਘ ਬੇਦੀ ਹੋਰਾਂ ਦੇ ਕੰਮ ਦੀ ਤਾਰੀਫ਼ ਕਰਨ ਵਿਚ ਮੈਂ ਕਿਸੇ ਤੋਂ ਵੀ ਪਿਛੇ ਨਹੀਂ ਹਾਂ। ਮੈਂ ਜਾਣਦਾ ਹਾਂ ਕਿ ਉਹ ਬਹੁਤ ਜ਼ਿਆਦਾ ਅਤੇ ਅਧਿਕਾਰਤ ਤੌਰ ’ਤੇ ਸਤਿਕਾਰੇ ਜਾਂਦੇ ਹਨ; ਪਰ ਮੈਂਥੋਂ ਇਹ ਕਹੇ ਬਿਨਾਂ ਨਹੀਂ ਰਿਹਾ ਜਾਂਦਾ ਕਿ ਇਟਲੀ,ਫਰਾਂਸ,ਸਵੇਡਨ,ਪੋਲੈਂਡ,ਜਾਂ ਚੈਕੋਸਲੋਵਾਕੀਆ ਦੇ ਫੈਸ਼ਨ ਵਿਚ ਆਈ ਕੋਈ ਤਬਦੀਲੀ, ਝੱਟ ਉਨ੍ਹਾਂ ਦੀਆਂ ਕਲਾ-ਕ੍ਰਿਤਾਂ ਉੱਪਰ ਵੀ ਅਸਰਅੰਦਾਜ਼ ਹੁੰਦੀ ਹੈ। ਉਹ ਨਵੇਂ ਰਸਤੇ ਬਣਾਉਂਦੇ ਹਨ ਪਰ ਸਿਰਫ਼ ਕਿਸੇ ਹੋਰ ਵਲੋਂ ਬਣਾਏ ਜਾਣ ਤੋਂ ਬਾਅਦ।
ਸਾਹਿਤਕ ਦੁਨੀਆ
ਸਾਹਿਤਕ ਦੁਨੀਆ, ਜਿਸ ਵਿਚ ਮੇਰੀ ਖ਼ਾਸੀ ਦਿਲਚਸਪੀ ਹੈ, ਵਿਚ ਵੀ ਹਾਲਾਤ ਉਸੇ ਤਰ੍ਹਾਂ ਦੇ ਹਨ। ਸਾਡੇ ਨਾਵਲਕਾਰ,ਕਹਾਣੀਕਾਰ ਅਤੇ ਕਵੀ ਯੂਰਪ ਦੇ ਲਹਿਜ਼ੇ ਵਿਚ ਆਈ ਕਿਸੇ ਲਹਿਰ ਦੇ ਵਹਾਅ ਵਿਚ ਬੜੀ ਆਸਾਨੀ ਨਾਲ ਵਹਿ ਜਾਂਦੇ ਹਨ ਭਾਵੇਂ ਕਿ ਯੂਰਪ,ਸ਼ਾਇਦ ਸੋਵੀਅਤ ਯੂਨੀਅਨ ਨੂੰ ਛੱਡ ਕੇ,ਅਜੇ ਤੱਕ ਭਾਰਤੀ ਲ਼ਿਖਤਾਂ ਬਾਰੇ ਜਾਣਕਾਰੀ ਵੀ ਨਹੀਂ ਰੱਖਦਾ। ਮਿਸਾਲ ਦੇ ਤੌਰ ‘ਤੇ ਮੇਰੇ ਆਪਣੇ ਸੂਬੇ ਪੰਜਾਬ ਵਿਚ ਮੌਜੂਦਾ ਸਮਾਜਿਕ ਵਿਵਸਥਾ ਨੂੰ ਲੈ ਕੇ ਨੌਜਵਾਨ ਕਵੀਆਂ ਵਿਚ ਵਿਰੋਧ ਦੀ ਲਹਿਰ ਚੱਲ ਰਹੀ ਹੈ। ਉਨ੍ਹਾਂ ਦੀ ਕਵਿਤਾ ਲੋਕਾਂ ਨੂੰ ਇਸ ਵਿਵਸਥਾ ਵਿਰੁਧ ਵਿਦਰੋਹ ਕਰਨ, ਇਸ ਨੂੰ ਤਹਿਸ ਨਹਿਸ ਕਰਨ ਅਤੇ ਰਿਸ਼ਵਤਖੋਰੀ,ਬੇਇਨਸਾਫ਼ੀ ਤੇ ਲੁਟ-ਖਸੁੱਟ ਤੋਂ ਮੁਕਤ ਸਾਮਾਜ ਸਿਰਜਣ ਦਾ ਸੱਦਾ ਦੇ ਰਹੀ ਹੈ। ਕੋਈ ਵੀ ਸ਼ਖ਼ਸ ਇਸ ਭਾਵਨਾ ਦੀ ਪੂਰੇ ਮਨ ਨਾਲ ਤਾਈਦ ਕਰੇ ਬਿਨਾਂ ਨਹੀਂ ਰਹਿ ਸਕਦਾ ਕਿਉਂਕਿ ਬਿਨਾਂ ਸ਼ੱਕ ਮੌਜੂਦਾ ਸਮਾਜਿਕ ਵਿਵਸਥਾ ਨੂੰ ਬਦਲਣ ਦੀ ਜ਼ਰੂਰਤ ਹੈ।
ਇਸ ਕਵਿਤਾ ਦਾ ਤੱਤ ਸਲਾਹੁਣਯੋਗ ਹੈ ਪਰ ਰੂਪ ਮੌਲਿਕ ਨਹੀਂ ਹੈ। ਇਹ ਪੱਛਮ ਤੋਂ ਉਧਾਰ ਲਿਆ ਗਿਆ ਹੈ। ਪੱਛਮ ਨੇ ਮਾਪਕ ਤੇ ਤੁਕਬੰਦੀ ਨੂੰ ਤਿਆਗ ਦਿਤਾ ਹੈ, ਇਸ ਲਈ ਸਾਡੇ ਪੰਜਾਬੀ ਕਵੀ ਨੇ ਵੀ ਇਸ ਨੂੰ ਤਿਆਗਣਾ ਹੀ ਸੀ। ਉਸ ਨੇ ਵੀ ਸੰਕੇਤਿਕ ਅਤੇ ਅੱਤ-ਇੰਤਹਾਪਸੰਦੀ ਵਾਲੇ ਪ੍ਰਤੀਕਾਂ ਦਾ ਇਸਤੇਮਾਲ ਕਰਨਾ ਹੀ ਸੀ। ਨਤੀਜ਼ਾ ਇਹ ਹੁੰਦਾ ਹੈ ਕਿ ਆਵਾਜ਼ ਤੇ ਗੁੱਸਾ ਸਿਰਫ਼ ਕਾਗਜ਼ਾਂ ਵਿਚ ,ਇਕ-ਦੂਜੇ ਦੀ ਤਾਰੀਫ਼ ਕਰਨ ਵਾਲੇ ਛੋਟੇ-2 ਸਾਹਿਤਕ ਗਰੁਪਾਂ ਤੱਕ ਹੀ ਸਿਮਟ ਕੇ ਰਹਿ ਜਾਂਦਾ ਹੈ। ਸਾਧਾਰਨ ਲੋਕ, ਕ੍ਰਿਤੀ-ਕਾਮੇ ਅਤੇ ਕਿਸਾਨ ਜਿੰਨ੍ਹਾਂ ਨੂੰ ਇਨਕਲਾਬ ਕਰਨ ਦਾ ਹੋਕਾ ਦਿਤਾ ਜਾ ਰਿਹਾ ਹੈ, ਉਹ ਇਸ ਤਰ੍ਹਾਂ ਦੀ ਕਵਿਤਾ ਦਾ ਕੋਈ ਸਿਰ ਪੈਰ ਨਹੀਂ ਸਮਝ ਸਕਦੇ। ਇਹ ਕਵਿਤਾ ਉਨ੍ਹਾਂ ਨੂੰ ਉਦਾਸੀਨ ਤੇ ਅਸਚਰਜ ਕਰਦੀ ਹੈ। ਮੈਨੂੰ ਨਹੀਂ ਲੱਗਦਾ ਕਿ ਇਹ ਕਹਿ ਕੇ ਮੈਂ ਕੋਈ ਗਲਤੀ ਕਰ ਰਿਹਾ ਹਾਂ ਕਿ ਦੂਸਰੀਆਂ ਭਾਰਤੀ ਭਾਸ਼ਾਵਾਂ ਵੀ ਇਸ “ਨਵੀਂ ਲਹਿਰ” ਵਾਲੀ ਕਵਿਤਾ ਦੀ ਜ਼ੱਦ ਵਿਚ ਹਨ।
ਚਿਤਰਕਾਰੀ ਬਾਰੇ ਮੈਂ ਕੁਝ ਨਹੀਂ ਜਾਣਦਾ। ਮੈਂ ਚੰਗੀ ਤੇ ਮਾੜ੍ਹੀ ਚਿਤਰਕਾਰੀ ਵਿਚ ਫ਼ਰਕ ਨਹੀਂ ਕਰ ਸਕਦਾ। ਪਰ ਮੈਂ ਦੇਖਿਆ ਹੈ ਕਿ ਇਸ ਖੇਤਰ ਵਿਚ ਵੀ ਸਾਡੇ ਚਿਤਰਕਾਰ ਬਾਹਰਲੇ ਸਮਕਾਲੀ ਰੁਝਾਨਾਂ ਦੇ ਅਨੁਸਾਰੀ ਚਲਦੇ ਹਨ । ਲਹਿਰ ਦੇ ਉੱਲਟ ਰੁੱਖ ਤੈਰਨ ਦਾ ਹੌਸਲਾ ਬਹੁਤ ਘੱਟ ਵਿਅੱਕਤੀਆਂ ਵਿਚ ਹੈ।
ਅਕਾਦਮਿਕ ਦੁਨੀਆ
ਅਤੇ ਅਕਾਦਮਿਕ ਦੁਨੀਆ ਬਾਰੇ? ਮੈਂ ਤੁਹਾਨੂੰ ਸ਼ੀਸ਼ੇ ਵਿਚ ਦੇਖਣ ਲਈ ਕਹਿੰਦਾ ਹਾਂ। ਜੇਕਰ ਤੁਸੀਂ ਹਿੰਦੀ ਫਿਲਮਾਂ ਉੱਪਰ ਹੱਸਦੇ ਹੋ ਤਾਂ ਸ਼ਾਇਦ ਆਪਣੇ ਆਪ ਉੱਪਰ ਵੀ ਹੱਸਣ ਦਾ ਮਨ ਕਰੇ।
ਇਸ ਸਾਲ ਮੇਰੇ ਆਪਣੇ ਪ੍ਰਦੇਸ਼ ਨੇ ਗੁਰੂ ਨਾਨਕ ਯੂਨੀਵਰਸਿਟੀ ਦੀ ਸੈਨਟ ਲਈ ਨਾਮਜ਼ਦ ਕਰਕੇ ਮੇਰਾ ਮਾਣ ਵਧਾਇਆ। ਜਿਸ ਸਮੇਂ ਇਸ ਦੀ ਪਹਿਲੀ ਮੀਟਿੰਗ ਵਿਚ ਹਾਜ਼ਰ ਹੋਣ ਲਈ ਸੱਦਾ-ਪੱਤਰ ਆਇਆ,ਉਸ ਸਮੇਂ ਮੈਂ ਪੰਜਾਬ ਵਿਚ ਹੀ,ਸਾਡੇ ਮਹਾਨ ਲੇਖਕ ਸਰਦਾਰ ਗੁਰਬਖਸ਼ ਸਿੰਘ ਦੁਆਰਾ ਸਥਾਪਿਤ ਸਭਿਆਚਾਰਕ ਕੇਂਦਰ ਪ੍ਰੀਤ ਨਗਰ ਦੇ ਨੇੜੇ-ਤੇੜੇ,ਪਿੰਡਾਂ ਵਿਚ ਘੁੰਮ ਰਿਹਾਂ ਸਾਂ। ਸ਼ਾਮ ਨੂੰ ਗੱਪ-ਸ਼ਪ ਕਰਦੇ ਸਮੇਂ ਮੈਂ ਆਪਣੇ ਪੇਂਡੂ ਦੋਸਤਾਂ ਨੂੰ ਦੱਸਿਆ ਕਿ ਇਸ ਮੀਟਿੰਗ ਵਿਚ ਹਾਜ਼ਰ ਹੋਣ ਲਈ ਮੈਂ ਅੰਮ੍ਰਿਤਸਰ ਜਾਣਾ ਸੀ ਅਤੇ ਜੇਕਰ ਕੋਈ ਜਣਾ ਮੇਰੀ ਕਾਰ ਵਿਚ ਲਿਫਟ ਲੈਣੀ ਚਾਹੇ ਤਾਂ ਉਸ ਦਾ ਸਵਾਗਤ ਸੀ। ਇਸ ’ਤੇ ਗਰੁਪ ਚੋਂ ਇਕ ਨੇ ਕਿਹਾ,
ਇਥੇ ਸਾਡੇ ਦਰਮਿਆਨ ਤਾਂ ਤੁਸੀਂ ਕਿਸਾਨਾਂ ਦੀ ਤਰ੍ਹਾਂ ਕੁੜਤਾ-ਚਾਦਰਾ(ਤਹਿਮਤ) ਪਹਿਨੀ ਰੱਖਦੇ ਹੋ ਪਰ ਕੱਲ੍ਹ ਨੂੰ ਤੁਸੀਂ ਸੂਟ-ਬੂਟ ਪਹਿਨ ਲੈਣੈਂ ਅਤੇ ਫਿਰ ਤੋਂ ਸਾਹਿਬ ਬਹਾਦਰ ਬਣ ਜਾਣੈਂ”।
ਕਿਉਂ” ਮੈਂ ਹੱਸਦੇ ਹੋਏ ਕਿਹਾ, “ਜੇਕਰ ਤੁਸੀਂ ਚਾਹੁੰਦੇ ਹੋ ਤਾਂ ਮੈਂ ਇਸੇ ਤਰ੍ਹਾਂ ਦੇ ਪਹਿਰਾਵੇ ਵਿਚ ਚਲਾ ਜਾਵਾਂਗਾ”
ਇੰਨ੍ਹਾਂ ਹੌਸਲਾ ਤੁਸੀਂ ਕਦੇ ਨਹੀਂ ਕਰ ਸਕਦੇ” ਇਕ ਹੋਰ ਸੱਜਣ ਨੇ ਕਿਹਾ। “ ਸਾਡੇ ਸਰਪੰਚ ਨੇ ਜਦ ਕਦੇ ਵੀ ਸਰਕਾਰੀ ਕੰਮ-ਕਾਜ ਲਈ ਸ਼ਹਿਰ ਜਾਣਾ ਹੋਵੇ, ਉਹ ਝੱਟ ਚਾਦਰਾ ਉਤਾਰ ਕੇ ਪਜਾਮਾ ਪਹਿਨ ਲੈਂਦਾ ਹੈ। ਉਸ ਨੂੰ ਇਸ ਤਰ੍ਹਾਂ ਕਰਨਾ ਪੈਂਦਾ ਹੈ ਵਰਨਾ ਉਹ ਕਹਿੰਦਾ ਹੈ ਉਸ ਦੀ ਇਜ਼ਤ ਨਹੀਂ ਕੀਤੀ ਜਾਂਦੀ। ਐਡੀ ਵੱਡੀ ਯੂਨੀਵਰਸਿਟੀ ਵਿਚ ਤੁਸੀਂ ਕਿਸਾਨਾਂ ਵਰਗੇ ਕਪੜੇ ਪਹਿਨ ਕੇ ਕਿਵੇਂ ਜਾ ਸਕਦੇ ਹੋ?”
ਝੋਨਾ ਲਾਉਣ ਲਈ ਛੁੱਟੀ ਲੈ ਕੇ ਘਰ ਆਏ ਇਕ ਫੌਜੀ ਨੇ ਕਿਹਾ, “ ਸਾਡਾ ਸਰਪੰਚ ਤਾਂ ਡਰਪੋਕ ਹੈ। ਸ਼ਹਿਰਾਂ ਵਿਚ ਤਾਂ ਅੱਜਕਲ੍ਹ ਕੁੜੀਆਂ ਵੀ ਲੁੰਗੀ ਪਹਿਨੀ ਫਿਰਦੀਆਂ ਹਨ। ਉਸ ਦੀ ਇਜ਼ਤ ਕਿਉਂ ਨਹੀਂ ਕੀਤੀ ਜਾਂਦੀ?”
ਗੱਪ-ਸ਼ੱਪ ਚਲਦਾ ਰਿਹਾ ਅਤੇ ਉਨ੍ਹਾਂ ਦੀ ਚੁਣੌਤੀ ਨੂੰ ਸਵੀਕਾਰ ਕਰਦੇ ਹੋਏ ਮੈਂ ਸੈਨਟ ਦੀ ਮੀਟਿੰਗ ਵਿਚ ਕੁੜਤਾ-ਚਾਦਰਾ ਪਹਿਨ ਕੇ ਹਾਜ਼ਰ ਹੋਇਆ। ਜੋ ਹੱਲ-ਚੱਲ ਮੈਂ ਪੈਦਾ ਕੀਤੀ ਉਹ ਮੇਰੀ ਉਮੀਦ ਤੋਂ ਕਿਤੇ ਜ਼ਿਆਦਾ ਸੀ। ਉਹ ਅਧਿਕਾਰੀ-ਸ਼ਾਇਦ ਪ੍ਰੋਫੈਸਰ-ਜੋ ਡਿਉਢੀ ਵਿਚ ਗਾਉਨ ਵੰਡ ਰਿਹਾ ਸੀ, ਪਹਿਲੀ ਨਜ਼ਰੇ ਤਾਂ ਮੈਨੂੰ ਪਹਿਚਾਣ ਵੀ ਨਾ ਸਕਿਆ। ਜਦੋਂ ਉਸ ਨੇ ਪਹਿਚਾਣਿਆ ਤਾਂ ਉਹ ਆਪਣੀ ਹੈਰਾਨੀ ਛੁਪਾ ਨਾ ਸਕਿਆ, “ ਮਿਸਟਰ ਸਾਹਨੀ-ਚਾਦਰੇ ਨਾਲ ਤੁਹਾਨੂੰ ਖੋਸੇ(ਪੰਜਾਬੀ-ਜੁੱਤੀ) ਪਹਿਨਣੇ ਚਾਹੀਦੇ ਸਨ, ਗੁਰਗਾਬੀ ਨਹੀਂ” ਗਾਉਨ ਮੇਰੇ ਮੋਢਿਆਂ ਉੱਪਰ ਪਹਿਨਾਉਂਦੇ ਹੋਏ ਉਸ ਨੇ ਕਿਹਾ। “ਅੱਗਲੀ ਵਾਰ ਮੈਂ ਧਿਆਨ ਰੱਖਾਂਗਾ” ਮਾਫ਼ੀ ਮੰਗਣ ਦੇ ਲਹਿਜ਼ੇ ਵਿਚ ਮੈਂ ਕਿਹਾ ਅਤੇ ਅੱਗੇ ਤੁਰ ਗਿਆ। ਪਰ ਅੱਗਲੇ ਹੀ ਪਲ ਮੈਂ ਆਪਣੇ ਆਪ ਨੂੰ ਪੁਛਿਆ ਕਿ ਕੀ ਪ੍ਰੋਫੈਸਰ ਵਲੋਂ ਮੇਰੇ ਪਹਿਰਾਵੇ ਦਾ ਨੋਟਿਸ ਲੈਣਾ ਅਤੇ ਉਸ ਬਾਰੇ ਟਿਪਣੀ ਕਰਨਾ ਅਭੱਦਰ ਵਿਵਹਾਰ ਨਹੀਂ ਸੀ?ਇਸ ਬਾਰੇ ਮੈਂ ਉਸ ਨੂੰ ਕੁਛ ਕਿਹਾ ਕਿਉਂ ਨਹੀਂ? ਮੈਨੂੰ ਆਪਣੀ ਹਾਜ਼ਰ-ਜਵਾਬੀ ਦੇ ਧੀਮੇਪਣ ’ਤੇ ਖੁੰਦਕ ਆਈ।
ਮੀਟਿੰਗ ਬਾਅਦ ਅਸੀਂ ਵਿਦਿਆਰਥੀਆਂ ਨੂੰ ਮਿਲਣ ਚਲੇ ਗਏ। ਉਨ੍ਹਾਂ ਦੀ ਅਸਚਰਜਤਾ ਹੋਰ ਵੀ ਜ਼ਿਆਦਾ ਉਭਰਵੀਂ ਅਤੇ ਬੇਬਾਕ ਸੀ। ਉਨ੍ਹਾਂ ਚੋਂ ਕਈ ਇਸ ਤੱਥ ਉੱਪਰ ਹੱਸਣੋਂ ਨਾ ਰਹਿ ਸਕੇ ਕਿ ਮੈਂ ਚਾਦਰੇ ਨਾਲ ਗੁਰਗਾਬੀ ਪਹਿਨੀ ਹੋਈ ਸੀ। ਖੁਦ ਉਹ ਪਤਲੂਨ ਨਾਲ ਚੱਪਲਾਂ ਪਹਿਨੀ ਫਿਰਦੇ ਸਨ,ਇਹ ਗੱਲ ਉਨ੍ਹਾਂ ਲਈ ਸਧਾਰਨ ਸੀ।
ਤੁਸੀਂ ਹੈਰਾਨ ਹੁੰਦੇ ਹੋਵੋਂਗੇ ਕਿ ਇਸ ਤਰ੍ਹਾਂ ਦੀਆਂ ਛੋਟੀਆਂ-2 ਘਟਨਾਵਾਂ ਸੁਣਾ ਕੇ ਮੈਂ ਤੁਹਾਡਾ ਸਮਾਂ ਬਰਬਾਦ ਕਰ ਰਿਹਾ ਹਾਂ। ਪਰ ਇਸ ਨੂੰ ਇਕ ਪੰਜਾਬੀ ਕਿਸਾਨ ਦੇ ਨਜ਼ਰੀਏ ਤੋਂ ਦੇਖੋ। ਅਸੀਂ ਸਾਰੇ ਹਰੇ ਇੰਨਕਲਾਬ ਵਿਚ ਉਸ ਵਲੋਂ ਪਾਏ ਯੋਗਦਾਨ ਲਈ ਉਸ ਦੇ ਸ਼ੁਕਰਗੁਜ਼ਾਰ ਹਾਂ। ਉਹ ਸਾਡੀਆਂ ਹਥਿਆਰਬੰਦ ਫੌਜਾਂ ਦੀ ਰੀੜ੍ਹ ਦੀ ਹੱਡੀ ਹੈ। ਉਸ ਨੂੰ ਕਿਵੇਂ ਮਹਿਸੂਸ ਹੁੰਦਾ ਹੋਵੇਗਾ ਜਦ ਉਸ ਦੇ ਪਹਿਰਾਵੇ ਜਾਂ ਜਿਉਣ-ਢੰਗ ਨੂੰ ਮਨ-ਪ੍ਰਚਾਵੇ ਦੇ ਸਾਧਨ ਦੇ ਤੌਰ ‘ਤੇ ਦੇਖਿਆ ਜਾਂਦਾ ਹੈ।
ਪੰਜਾਬ ਵਿਚ ਇਹ ਮੰਨੀ ਹੋਈ ਸਚਾਈ ਹੈ ਕਿ ਜਿਵੇਂ ਹੀ ਪਿੰਡ ਦਾ ਕੋਈ ਲੜਕਾ ਕਾਲਜ ਪੱਧਰ ਦੀ ਪੜ੍ਹਾਈ ਗ੍ਰਹਿਣ ਕਰ ਲੈਂਦਾ ਹੈ, ਉਹ ਪਿੰਡ ਪ੍ਰਤੀ ਉਦਾਸੀਨ ਹੋ ਜਾਂਦਾ ਹੈ। ਉਹ ਆਪਣੇ ਆਪ ਨੂੰ ਸ੍ਰੇਸ਼ਠ ਅਤੇ ਵੱਖਰਾ ਸਮਝਣ ਲੱਗ ਜਾਂਦਾ ਹੈ ਜਿਵੇਂ ਕਿ ਉਹ ਬਿਲਕੁਲ ਹੀ ਕਿਸੇ ਹੋਰ ਦੁਨੀਆ ਨਾਲ ਸਬੰਧਿਤ ਹੋਵੇ। ਉਸ ਦੀ ਇਕੋ ਕਾਮਨਾ ਹੁੰਦੀ ਹੈ ਕਿ ਕਿਸੇ ਤਰ੍ਹਾਂ ਵੀ ਉਹ ਪਿੰਡ ਛੱਡ ਕੇ ਸ਼ਹਿਰ ਚਲਾ ਜਾਵੇ। ਕੀ ਇਹ ਸਾਡੇ ਅਕਾਦਮਿਕ ਖੇਤਰ ਉੱਪਰ ਕਲੰਕ ਨਹੀਂ ਹੈ?
ਮੈਂ ਮੰਨਦਾ ਹਾਂ ਕਿ ਸਾਰੀਆਂ ਥਾਵਾਂ ਇਕੋ ਜਿਹੀਆਂ ਨਹੀਂ ਹੁੰਦੀਆਂ। ਮੈਨੂੰ ਪਤਾ ਹੈ ਕਿ ਤਾਮਿਲ ਨਾਡੂ ਜਾਂ ਬੰਗਾਲ ਵਿਚ ਸਥਾਨਕ ਪਹਿਰਾਵੇ ਵਿਰੁਧ ਕੋਈ ਹੀਣ-ਭਾਵਨਾ ਨਹੀਂ ਹੈ। ਕਿਸਾਨ ਤੋਂ ਲੈ ਕੇ ਪ੍ਰੋਫੈਸਰ ਤੱਕ ਕੋਈ ਵੀ ਕਿਸੇ ਮੌਕੇ ਵੀ ਧੋਤੀ ਪਹਿਨ ਕੇ ਜਾ ਸਕਦਾ ਹੈ। ਪਰ ਮੈਂ ਕਹਿਣਾ ਚਾਹੁੰਦਾ ਹਾਂ ਕਿ ਨਕਲ ਕੀਤੀ ਅਤੇ ਆਦਰਸ਼ਿਆਈ ਗਈ ਸੋਚ ਉਥੇ ਵੀ ਭਾਰੂ ਹੈ। ਕਿਸੇ ਰੂਪ ਜਾਂ ਪੱਧਰ ਤੱਕ ਇਹ ਸਭ ਜਗਾਹ ਮੌਜੂਦ ਹੈ। ਆਜ਼ਾਦੀ ਦੇ 25 ਸਾਲ ਬਾਅਦ ਵੀ ਅਸੀਂ ਉਸੇ ਵਿਦਿਅਕ ਢਾਂਚੇ ਨੂੰ ਬਹੁਤ ਆਨੰਦ ਨਾਲ ਚਲਾਈ ਜਾ ਰਹੇ ਹਾਂ ਜੋ ਮਕਾਲੇ ਐਂਡ ਕੰਪਨੀ ਦੁਆਰਾ ਕਲਰਕ ਅਤੇ ਗੁਲਾਮ ਮਾਨਸਿਕਤਾ ਵਾਲੇ ਸ਼ਖ਼ਸ ਪੈਦਾ ਕਰਨ ਲਈ ਵਿਉਂਤਿਆ ਗਿਆ ਸੀ। ਅਜਿਹੇ ਗੁਲਾਮ ਜੋ ਆਪਣੇ ਬਰਤਾਨਵੀ ਮਾਲਕਾਂ ਤੋਂ ਵੱਖਰੀ ਆਜ਼ਾਦਾਨਾ ਸੋਚ ਰੱਖਣ ਦੇ ਅਸਮਰਥ ਹੋਣ; ਅਜਿਹੇ ਗੁਲਾਮ ਜੋ ਉਨ੍ਹਾਂ ਨੂੰ ਨਫ਼ਰਤ ਕਰਨ ਦੇ ਬਾਵਜੂਦ ਆਪਣੇ ਮਾਲਕਾਂ ਨਾਲ ਸਬੰਧਿਤ ਹਰ ਚੀਜ਼ ਦੀ ਤਾਰੀਫ਼ ਕਰਨ; ਅਜਿਹੇ ਗੁਲਾਮ ਜੋ ਆਪਣੇ ਮਾਲਕਾਂ ਦੇ ਕੋਲ ਖੜ੍ਹੇ ਹੋਣ ਨੂੰ,ਮਾਲਕਾਂ ਦੀ ਬੋਲੀ ਬੋਲਣ ਨੂੰ,ਮਾਲਕਾਂ ਵਾਂਗ ਕੱਪੜ੍ਹੇ ਪਹਿਨਣ ਨੂੰ,ਮਾਲਕਾਂ ਵਾਂਗ ਗਾਉਣ ਤੇ ਨੱਚਣ ਨੂੰ ਹੀ ਆਪਣੀ ਸ਼ਾਨ ਸਮਝਣ; ਅਜਿਹੇ ਗੁਲਾਮ ਜੋ ਆਪਣੇ ਲੋਕਾਂ ਨੂੰ ਨਫ਼ਰਤ ਕਰਨ ਅਤੇ ਆਪਣੇ ਹੀ ਲੋਕਾਂ ਦਰਮਿਆਨ ਨਫ਼ਰਤ ਫੈਲਾਉਣ ਨੂੰ ਆਪਣਾ ਈਮਾਨ ਸਮਝਣ ਲਈ ਤਿਆਰ ਰਹਿਣ। ਕੀ ਸਾਨੂੰ ਫਿਰ ਵੀ ਇਹ ਦੇਖ ਕੇ ਹੈਰਾਨ ਹੋਣ ਦੀ ਜ਼ਰੂਰਤ ਹੈ ਕਿ ਯੂਨੀਵਰਸਿਟੀ ਵਿਦਿਆਰਥੀਆਂ ਦੀ ਵੱਡੀ ਗਿਣਤੀ ਦਾ,ਇਸ ਵਿਦਿਅਕ ਪ੍ਰਬੰਧ ਤੋਂ ਵਿਸ਼ਵਾਸ ਖ਼ਤਮ ਹੋ ਰਿਹਾ ਹੈ?
ਮੈਂ ਫਿਰ ਛੋਟੀਆਂ-ਮੋਟੀਆਂ ਗੱਲਾਂ ਕਰਨਾ ਚਾਹਾਂਗਾ। ਦਸ ਸਾਲ ਪਹਿਲਾਂ ਜੇਕਰ ਤੁਸੀਂ ਦਿਲੀ ਵਿਚ ਕਿਸੇ ਫ਼ੈਸ਼ਨਏਬਲ ਲੜਕੇ ਨੂੰ ਪਤਲੂਨ ਨਾਲ ਕੁੜਤਾ ਪਹਿਨਣ ਲਈ ਕਿਹਾ ਹੁੰਦਾ, ਉਸ ਨੇ ਤੁਹਾਡੇ ਉੱਪਰ ਹੱਸਣਾ ਸੀ। ਅੱਜ ਹਿੱਪੀਆਂ ਅਤੇ ‘ਹਰੇ ਰਾਮਾਂ ਹਰੇ ਕ੍ਰਿਸ਼ਨਾਂ’ ਮਾਰਗੀਆਂ ਕਾਰਨ ਕੁਰਤਾ-ਪਤਲੂਨ ਦਾ ਸੁਮੇਲ ਸਿਰਫ਼ ਪ੍ਰਮਾਣਤ ਹੀ ਨਹੀਂ ਹੋਇਆ ਸਗੋਂ ਕੁਰਤਾ ਸ਼ਬਦ ਨੇ ਇਕ ‘ਗੁਰੂ-ਕਮੀਜ਼’ ਦੀ ਹੈਸੀਅਤ ਹਾਸਲ ਕਰ ਲਈ ਹੈ। ਸਿਤਾਰ ਸਾਡੇ ਲਈ ਉਦੋਂ ਹੀ ਸ਼੍ਰੇਸਠ ਸੰਗੀਤ-ਸਾਜ਼ ਬਣਿਆ ਜਦੋਂ ਅਮਰੀਕਨਾਂ ਨੇ ਰਵੀ ਸ਼ੰਕਰ ਨੂੰ ਅੱਖਾਂ ‘ਤੇ ਬਿਠਾ ਲਿਆ ਜਿਸ ਤਰ੍ਹਾਂ 50 ਸਾਲ ਪਹਿਲਾਂ ਟੈਗੋਰ ਸਵੇਡਨ ਤੋਂ ਨੋਬਲ ਪਰਾਈਜ਼ ਹਾਸਲ ਕਰਨ ਬਾਅਦ ਹੀ ਸਾਰੇ ਭਾਰਤਵਰਸ਼ ਲਈ ਗੁਰੂਦੇਵ ਬਣ ਸਕਿਆ ਸੀ।
ਕੀ ਤੁਸੀਂ ਕਿਸੇ ਕਾਲਜ ਵਿਦਿਆਰਥੀ ਨੂੰ ਆਪਣਾ ਸਿਰ,ਮੁੱਛਾਂ ਅਤੇ ਦਾੜੀ ਮੁੰਡਵਾਉਣ ਲਈ ਕਹਿ ਸਕਦੇ ਹੋ ਜਦੋਂ ਕਿ ਫੈਸ਼ਨ ਹਜ਼ਾਮਾਂ ਦਾ ਧੰਦਾ ਬੰਦ ਕਰਨ ਵਾਲਾ ਯਾਨਿ ਲੰਬੇ ਵਾਲ ਰੱਖਣ ਵਾਲਾ ਚੱਲ ਰਿਹਾ ਹੋਵੇ। ਪਰ ਜੇਕਰ ਕੱਲ ਨੂੰ ਯੋਗਾ ਦੇ ਪ੍ਰਭਾਵ ਅਧੀਨ ਯੂਰਪ ਦੇ ਵਿਦਿਆਰਥੀ ਆਪਣੇ ਸਿਰ ਮੂੰਹ ਸਫ਼ਾ-ਚੱਟ ਕਰਾਉਣੇ ਸ਼ੁਰੂ ਕਰ ਦੇਣ ਤਾਂ ਮੈਂ ਤੁਹਾਨੂੰ ਵਿਸ਼ਵਾਸ ਦਿਵਾ ਸਕਦਾ ਹਾਂ ਕਿ ਅੱਗਲੇ ਦਿਨ ਹੀ ਤੁਸੀਂ ਕਨਾਟ-ਸਰਕਸ ਵਿਚ ਘੋਨ-ਮੋਨ ਸਿਰਾਂ ਦੀ ਭਰਪੂਰ ਫਸਲ ਦੇਖੋਂਗੇ। ਯੋਗਾ ਨੂੰ ਆਪਣੀ ਜਨਮ ਭੂਮੀ ਵਿਚ ਮਕਬੂਲ ਹੋਣ ਤੋਂ ਪਹਿਲਾਂ ਯੂਰਪ ਤੋਂ ਸਰਟੀਫਿਕੇਟ ਲੈਣਾ ਪਵੇਗਾ।
ਉਰਦੂ ਅਤੇ ਹਿੰਦੀ
ਮੈਂ ਇਕ ਹੋਰ ਮਿਸਾਲ ਦਿੰਦਾ ਹਾਂ- ਇਹ ਇੰਨੀ ਸਧਾਰਨ ਨਹੀਂ।
ਮੈਂ ਹਿੰਦੀ ਫਿਲਮਾਂ ਵਿਚ ਕੰਮ ਕਰਦਾ ਹਾਂ, ਪਰ ਇਹ ਸਭ ਨੂੰ ਪਤਾ ਹੈ ਕਿ ਇੰਨ੍ਹਾਂ ਫਿਲਮਾਂ ਦੇ ਗਾਣੇ ਤੇ ਸੰਵਾਦ ਆਮ ਤੌਰ ’ਤੇ ਉਰਦੂ ਵਿਚ ਲਿਖੇ ਜਾਂਦੇ ਹਨ। ਮਸ਼ਹੂਰ ਉਰਦੂ ਲਿਖਾਰੀ ਤੇ ਕਵੀ-ਕ੍ਰਿਸ਼ਨ ਚੰਦਰ,ਰਾਜਿੰਦਰ ਸਿੰਘ ਬੇਦੀ,ਕੇ,.ਆਬਾਸ,ਗੁਲਸ਼ਨ ਨੰਦਾ,ਸਾਹਿਰ ਲੁਧਿਆਣਵੀ,ਮਜ਼ਰੂਹ ਸੁਲਤਾਨਪੁਰੀ ਅਤੇ ਕੈਫ਼ੀ ਆਜ਼ਮੀ ਇਹ ਕੰਮ ਕਰਦੇ ਹਨ।
ਸੋਚੋ, ਜੇਕਰ ਉਰਦੂ ਵਿਚ ਲਿਖੀ ਫਿਲਮ ਨੂੰ ਹਿੰਦੀ ਫਿਲਮ ਕਿਹਾ ਜਾ ਸਕਦਾ ਹੈ ਤਾਂ ਤਰਕਪੂਰਨ ਢੰਗ ਨਾਲ ਨਿਰਨਾ ਕੱਢਿਆ ਜਾ ਸਕਦਾ ਹੈ ਕਿ ਉਰਦੂ ਤੇ ਹਿੰਦੀ ਇਕ ਹਨ, ਸਮਰੂਪ ਭਾਸ਼ਾ। ਪਰ ਨਹੀਂ, ਸਾਡੇ ਬਰਤਾਨਵੀ ਮਾਲਕਾਂ ਨੇ ਆਪਣੇ ਰਾਜ ਸਮੇਂ ਇੰਨ੍ਹਾਂ ਨੂੰ ਦੋ ਵੱਖਰੀਆਂ ਭਾਸ਼ਾਵਾਂ ਘੋਸ਼ਿਤ ਕਰ ਦਿਤਾ। ਇਸ ਲਈ ਆਜ਼ਾਦੀ ਦੇ 25 ਸਾਲ ਬਾਅਦ ਵੀ ਸਾਡੀ ਸਰਕਾਰ, ਸਾਡੀਆਂ ਯੂਨੀਵਰਸਿਟੀਆਂ ਅਤੇ ਸਾਡੇ ਬੁਧੀਜੀਵੀ ਇੰਨ੍ਹਾਂ ਨੂੰ ਦੋ ਵੱਖਰੀਆਂ ਅਤੇ ਆਜ਼ਾਦ ਬੋਲੀਆਂ ਮੰਨਣ ਲਈ ਬਜ਼ਿਦ ਹਨ। ਪਾਕਿਸਤਾਨ ਰੇਡੀਉ ਇਸ ਵਿਚ ਵੱਧ ਤੋਂ ਵੱਧ ਫਾਰਸੀ ਤੇ ਅਰਬੀ ਸ਼ਬਦ ਘੁਸੇੜ ਕੇ ਇਸ ਬੋਲੀ ਦੀ ਖ਼ੂਬਸੂਰਤੀ ਦਾ ਸਤਿਆਨਾਸ ਕਰਨ ’ਤੇ ਤੁਲਿਆ ਹੋਇਆ ਹੈ; ਅਤੇ ਆਕਾਸ਼ਬਾਣੀ ਇਸ ਵਿਚ ਪੂਰੀ ਸੰਸਕ੍ਰਿਤ ਸ਼ਬਦਕੋਸ਼ ਵਾੜ ਕੇ ਇਸ ਦਾ ਪੂਰਾ ਮੂੰਹ-ਮੱਥਾ ਹੀ ਵਿਗਾੜ ਰਿਹਾ ਹੈ। ਇਸ ਤਰਾਂ ਨਾ-ਅਲੱਗਕਰਨ ਯੋਗ ਨੂੰ ਅਲੱਗ ਕਰ ਕੇ ਉਹ ਆਪਣੇ ਮਾਲਕਾਂ ਦੀ ਇਛਾ-ਪੂਰਤੀ ਕਰ ਰਹੇ ਹਨ। ਇਸ ਤੋਂ ਜ਼ਿਆਦਾ ਬੇਹੂਦਾ ਕੋਈ ਗੱਲ ਹੋ ਸਕਦੀ ਹੈ? ਜੇਕਰ ਸਾਨੂੰ ਅੰਗਰੇਜ਼ਾਂ ਨੇ ਕਹਿ ਦਿਤਾ ਕਿ ਸਫ਼ੈਦ ਨੂੰ ਕਾਲਾ ਕਹੋ, ਕੀ ਅਸੀਂ ਹਮੇਸ਼ਾ ਲਈ ਹੀ ਸਫ਼ੈਦ ਨੂੰ ਕਾਲਾ ਕਹਿੰਦੇ ਰਹਾਂਗੇ? ਮੇਰਾ ਫਿਲਮੀ ਸਹਿਕਰਮੀ ਜੌਹਨੀ-ਵਾਅਕਰ ਇਕ ਦਿਨ ਕਹਿ ਰਿਹਾ ਸੀ, “ ਉਨ੍ਹਾਂ ਨੂੰ ਇਹ ਘੋਸ਼ਣਾ ਨਹੀਂ ਕਰਨੀ ਚਾਹੀਦੀ ਕਿ ‘ਹੁਣ ਹਿੰਦੀ ਵਿਚ ਸਮਾਚਾਰ ਸੁਣੋ’ ਸਗੋਂ ਕਹਿਣਾ ਚਾਹੀਦਾ ਹੈ ਕਿ “ ਹੁਣ ਸਮਾਚਾਰਾਂ ਵਿਚ ਹਿੰਦੀ ਸੁਣੋ’।
ਇਸ ਹਾਸੋ-ਹੀਣੀ ਸਥਿਤੀ ਬਾਰੇ ਮੈਂ -ਅਗਾਂਹਵਧੂ ਅਤੇ ਗ਼ੈਰ-ਅਗਾਂਹਵਧੂ- ਦੋਵੇਂ ਤਰਾਂ ਦੇ ਕਈ ਹਿੰਦੀ ਤੇ ਉਰਦੂ ਲੇਖਕਾਂ ਨਾਲ ਵਿਚਾਰ ਚਰਚਾ ਕੀਤੀ ਹੈ; ਮੈਂ ਉਨ੍ਹਾਂ ਨੂੰ ਇਸ ਮਸਲੇ ਬਾਰੇ ਨਵੇਂ ਸਿਰੇ ਤੋਂ ਜਲਦੀ ਕੁਝ ਸੋਚਣ ਦੀ ਲੋੜ੍ਹ ਬਾਰੇ ਆਪਣੀ ਗੱਲ ਮਨਵਾਉਣ ਦੀ ਕੋਸ਼ਿਸ ਕੀਤੀ ਹੈ। ਪਰ ਅਜੇ ਤੱਕ ਤਾਂ ਇਹ ਕੋਸ਼ਿਸ ਪੱਥਰ ਨਾਲ ਸਿਰ ਟਕਰਾਉਣ ਵਾਲੀ ਕਹਾਣੀ ਹੈ। ਅਸੀਂ ਫਿਲਮੀ ਲੋਕ ਇਸ ਨੂੰ “ ਪੜ੍ਹਿਆਂ-ਲਿਖਿਆਂ ਦੀ ਅਗਿਆਨਤਾ” ਕਹਿੰਦੇ ਹਾਂ। ਕੀ ਅਸੀਂ ਗਲਤ ਹਾਂ?
ਇਕ ਰੋਮਨ ਅਟਕਲ
ਅਖੀਰ ਵਿਚ ਤੁਹਾਡੇ ਅਕੇਵੇਂ ਦਾ ਖ਼ਤਰਾ ਸਹੇੜਦਾ ਹੋਇਆ ਵੀ ਮੈਂ ਆਪਣੀ ਇਕ ਅਟਕਲ(ਅਨੁਮਾਨ) ਬਾਰੇ ਤੁਹਾਨੂੰ ਦੱਸਣਾ ਚਾਹਾਂਗਾ। ਅਟਕਲਾਂ ਲਗਾਉਣਾ ਇਕ ਅਜਿਹੀ ਖ਼ਬਤ ਹੈ ਜਿਸ ਉੱਪਰ ਤੁਹਾਡਾ ਜ਼ੋਰ ਨਹੀਂ ਚਲਦਾ। ਇਹ ਬੱਸ ਲੱਗ ਜਾਂਦੀ ਹੈ। ਅਖੀਰ ਵਿਚ ਕੋਈ ਅਟਕਲ ਸਹੀ ਵੀ ਸਿਧ ਹੋ ਸਕਦੀ ਹੈ ਅਤੇ ਗਲਤ ਵੀ। ਹੋ ਸਕਦਾ ਹੈ ਕਿ ਮੇਰੇ ਵਾਲੀ ਗਲਤ ਹੋਵੇ। ਪਰ ਇਹ ਬਰਕਰਾਰ ਹੈ।ਇਹ ਕਦੇ ਠੀਕ ਵੀ ਸਿੱਧ ਹੋ ਸਕਦੀ ਹੈ-ਕਿਸ ਨੂੰ ਪਤੈ?
ਪੰਡਿਤ ਜਵਾਹਰ ਲਾਲ ਨਹਿਰੂ ਨੇ ਇਕਬਾਲ ਕੀਤਾ ਹੈ ਕਿ ਇੰਡੀਅਨ ਨੈਸ਼ਨਲ ਕਾਂਗਰਸ ਦੀ ਅਗਵਾਈ ਹੇਠ ਲੜੀ ਗਈ ਸਾਡੀ ਆਜ਼ਾਦੀ ਦੀ ਲਹਿਰ ਵਿਚ ਹਮੇਸ਼ਾ ਦੌਲਤਮੰਦ--ਜ਼ਿਮੀਦਾਰ ਤੇ ਸਰਮਾਏਦਾਰ-- ਲੋਕਾਂ ਦਾ ਬੋਲ-ਬਾਲਾ ਰਿਹਾ। ਇਹ ਤਰਕ-ਪੂਰਨ ਸੀ ਕਿ ਆਜ਼ਾਦੀ ਤੋਂ ਬਾਅਦ ਵੀ ਸੱਤਾ ’ਤੇ ਕਬਜ਼ਾ ਇਨ੍ਹਾਂ ਹੀ ਜਮਾਤਾਂ ਦਾ ਹੋਣਾ ਚਾਹੀਦਾ ਸੀ। ਅੱਜ ਹਰ ਇਕ ਨੂੰ ਸਾਫ਼ ਦਿਸਦਾ ਹੈ ਕਿ ਪਿਛਲੇ 25 ਸਾਲਾਂ ਵਿਚ ਅਮੀਰ ਹੋਰ ਅਮੀਰ ਹੋਏ ਹਨ ਅਤੇ ਗਰੀਬ ਹੋਰ ਗਰੀਬ। ਪੰਡਤ ਨਹਿਰੂ ਇਸ ਸਥਿਤੀ ਨੂੰ ਬਦਲਣਾ ਚਾਹੁੰਦਾ ਸੀ ਪਰ ਉਹ ਬਦਲ ਨਾ ਸਕਿਆ। ਮੈਂ ਉਸ ਨੂੰ ਦੋਸ਼ ਨਹੀਂ ਦਿੰਦਾ ਕਿਉਂਕਿ ਉਸ ਨੂੰ ਹਰ ਸਮੇਂ ਬਹੁਤ ਮੁਸ਼ਕਲਾਂ ਦਾ ਸਾਹਮਣਾ ਕਰਨਾ ਪਿਆ। ਅੱਜ ਸਾਡੀ ਪ੍ਰਧਾਨ ਮੰਤਰੀ ਇੰਦਰਾ ਗਾਂਧੀ ਦੇਸ਼ ਨੂੰ ਸਮਾਜਵਾਦ ਦੇ ਰਸਤੇ ’ਤੇ ਅੱਗੇ ਲਿਜਾਣ ਦਾ ਅਹਿਦ ਕਰਦੀ ਹੈ। ਉਹ ਕਿੰਨੀ ਕੁ ਕਾਮਯਾਬ ਹੁੰਦੀ ਹੈ,ਮੈਂ ਕਹਿ ਨਹੀਂ ਸਕਦਾ। ਰਾਜਨੀਤੀ ਮੇਰਾ ਖੇਤਰ ਨਹੀਂ ਹੈ। ਮੇਰੇ ਤਤਕਾਲੀ ਮੰਤਵ ਲਈ ਇਤਨਾ ਹੀ ਕਾਫੀ ਹੈ ਜੇਕਰ ਤੁਸੀਂ ਮੇਰੀ ਇਸ ਰਾਇ ਨਾਲ ਸਹਿਮਤ ਹੋਵੋਂ ਕਿ ਮੌਜੂਦਾ ਭਾਰਤ ਵਿਚ ਸਰਕਾਰ ਤੇ ਸਮਾਜ ਦੋਨਾਂ ਵਿਚ ਹੀ ਸਾਧਨ-ਸੰਪੰਨ ਲੋਕਾਂ ਦਾ ਦਬਦਬਾ ਹੈ।
ਮੈਨੂੰ ਉਮੀਦ ਹੈ ਕਿ ਤੁਸੀਂ ਮੇਰੀ ਇਸ ਗੱਲ ਨਾਲ ਵੀ ਸਹਿਮਤ ਹੋਵੋਂਗੇ ਕਿ ਅੰਗਰੇਜ਼ਾਂ ਨੇ ਸਾਡੇ ਮੁਲਕ ’ਤੇ ਆਪਣੀ ਸਾਮਰਾਜੀ ਪਕੜ ਮਜ਼ਬੂਤ ਕਰਨ ਲਈ ਅੰਗਰੇਜ਼ੀ ਭਾਸ਼ਾ ਦੀ ਵਰਤੋਂ ਬਹੁਤ ਅਨੂਠੇ ਢੰਗ ਨਾਲ ਕੀਤੀ।
ਹੁਣ ਤੁਹਾਡੇ ਖਿਆਲ ਮੁਤਾਬਕ ਉਨ੍ਹਾਂ ਦੇ ਵਾਰਸ ਯਾਨਿ ਸਾਡੇ ਮੌਜੂਦਾ ਸ਼ਾਸਕ ਆਪਣੇ ਦਬਦਬੇ ਨੂੰ ਮਜ਼ਬੂਤ ਕਰਨ ਲਈ ਕਿਸ ਭਾਸ਼ਾ ਦੀ ਚੋਣ ਕਰਨਗੇ? ਕੀ ਰਾਸ਼ਟਰ ਭਾਸ਼ਾ ਹਿੰਦੀ ਦੀ? ਰੱਬ ਕਸਮ,ਨਹੀਂ,ਮੇਰਾ ਅਨੁਮਾਨ ਹੈ ਕਿ ਉਨ੍ਹਾਂ ਦੇ ਹਿਤ ਵੀ ਅੰਗਰੇਜ਼ੀ ਅਤੇ ਸਿਰਫ਼ ਅੰਗਰੇਜ਼ੀ ਨਾਲ ਹੀ ਜੁੜੇ ਹੋਏ ਹਨ। ਪਰ ਕਿਉਂਕਿ ਉਨ੍ਹਾਂ ਨੇ ਦੇਸ਼ਭਗਤੀ ਦਾ ਦਿਖਾਵਾ ਵੀ ਕਰਦੇ ਰਹਿਣਾ ਹੈ, ਇਸ ਲਈ ਲੋਕਾਂ ਦਾ ਧਿਆਨ ਲਾਂਭੇ ਕਰਨ ਲਈ ਉਹ ਰਾਸ਼ਟਰ ਭਾਸ਼ਾ ਹਿੰਦੀ ਦੇ ਹੱਕ ਵਿਚ ਵੀ ਰੌਲਾ ਪਾਉਂਦੇ ਰਹਿਣਗੇ।
ਦੌਲਤਮੰਦ ਲੋਕ ਬੇਸ਼ਕ ਵੱਖ-2 ਤਰ੍ਹਾਂ ਦੇ ਹਜ਼ਾਰਾਂ ਦੇਵੀ-ਦੇਵਤਿਆਂ ਵਿਚ ਵਿਸ਼ਵਾਸ ਰੱਖਦੇ ਹੋਣ ਪਰ ਪੂਜਾ ਉਹ ਇਕ ਦੀ ਹੀ ਕਰਦੇ ਹਨ-ਮੁਨਾਫ਼ੇ ਦੇ ਦੇਵਤੇ ਦੀ। ਤੇਜ਼ ਸਨਅਤੀਕਰਨ ਅਤੇ ਟੈਕਨਾਲੋਜ਼ੀ ਤਬਦੀਲੀਆਂ ਦੇ ਇਸ ਦੌਰ ਵਿਚ, ਸਰਮਾਏਦਾਰੀ ਜਮਾਤ ਲਈ ਮੁਨਾਫ਼ੇ ਦੇ ਪੱਖ ਤੋਂ ਅੰਗਰੇਜ਼ੀ ਭਾਸ਼ਾ ਦੀ ਸਰਦਾਰੀ ਨੂੰ ਬਰਕਰਾਰ ਰੱਖਣ ਦੇ ਫ਼ਾਇਦੇ ਸਾਫ਼ ਦਿਖਦੇ ਹਨ। ਪਰ ਸਮਾਜਿਕ ਫ਼ਾਇਦੇ ਇਸ ਤੋਂ ਵੀ ਜ਼ਿਆਦਾ ਹਨ। ਇਸ ਪੱਖ ਤੋਂ ਅੰਗਰੇਜ਼ੀ ਭਾਸ਼ਾ ਸਾਡੀ ਸ਼ਾਸਕ ਜਮਾਤ ਲਈ ਰੱਬੀ-ਸੌਗਾਤ ਹੈ।
ਕਿਉਂ? ਇਕ ਸਧਾਰਨ ਜਿਹੀ ਵਜਾਹ ਇਹ ਹੈ ਕਿ ਅੰਗਰੇਜ਼ੀ ਜ਼ਬਾਨ ਸਾਡੇ ਮੁਲਕ ਦੇ ਕਰੋੜਾਂ ਕਿਰਤੀ-ਕਾਮਿਆਂ ਦੀ ਪਹੁੰਚ ਤੋਂ ਬਾਹਰ ਹੈ। ਪੁਰਾਣੇ ਸਮਿਆਂ ਵਿਚ ਸੰਸਕ੍ਰਿਤ ਤੇ ਫ਼ਾਰਸੀ ਮਿਹਨਤਕਸ਼ ਲੋਕਾਂ ਦੀ ਪਹੁੰਚ ਤੋਂ ਬਾਹਰ ਸਨ। ਇਹੀ ਕਾਰਨ ਹੈ ਕਿ ਉਸ ਸਮੇਂ ਦੇ ਸ਼ਾਸਕਾਂ ਨੇ ਇਨ੍ਹਾਂ ਭਾਸ਼ਾਵਾਂ ਨੂੰ ਰਾਜ-ਭਾਸ਼ਾ ਦਾ ਦਰਜਾ ਦਿਤਾ ਹੋਇਆ ਸੀ। ਸੰਸਕ੍ਰਿਤ ਤੇ ਫ਼ਾਰਸੀ ਰਾਹੀਂ ਲੋਕਾਂ ਨੂੰ ਅਹਿਸਾਸ ਕਰਵਾਇਆ ਜਾਂਦਾ ਸੀ ਕਿ ਉਹ ਅਗਿਆਨੀ,ਘਟੀਆ ਤੇ ਅਸਭਿਅਕ ਸਨ ਅਤੇ ਆਪਣੇ-ਆਪ ’ਤੇ ਰਾਜ ਕਰਨ ਦੇ ਕਾਬਲ ਨਹੀਂ ਸਨ। ਸੰਸਕ੍ਰਿਤ ਤੇ ਫ਼ਾਰਸੀ ਉਨ੍ਹਾਂ ਨੂੰ ਮਾਨਸਿਕ ਗੁਲਾਮ ਬਣਾਉਣ ਵਿਚ ਸਹਾਈ ਹੋਈਆਂ ਅਤੇ ਜਦੋਂ ਮਨ ਗੁਲਾਮ ਹੋ ਜਾਂਦਾ ਹੈ ਤਾਂ ਗੁਲਾਮੀ ਸਦੀਵੀ ਹੋ ਜਾਂਦੀ ਹੈ।
ਇਹ ਗੱਲ ਸਾਡੀਆਂ ਸ਼ਾਸਕ ਜਮਾਤਾਂ ਨੂੰ ਫਿਟ ਬੈਠਦੀ ਹੈ ਕਿ ਬਰਤਾਨਵੀਆਂ ਤੋਂ ਵਿਰਸੇ ਵਿਚ ਮਿਲੀ ਇਹ ਸਮਾਜਿਕ ਵਿਵਸਥਾ ਕਾਇਮ ਰੱਖੀ ਜਾਵੇ। ਉਨ੍ਹਾਂ ਨੂੰ ਵਿਸ਼ੇਸ਼ ਅਧਿਕਾਰ ਪ੍ਰਾਪਤ ਵਰਗ ਹੈ ਪਰ ਇਹ ਗੱਲ ਉਹ ਸ਼ਰੇਆਮ ਇਕਬਾਲ ਨਹੀਂ ਕਰ ਸਕਦੇ।ਇਸੇ ਕਾਰਨ ਹਿੰਦੀ ਨੂੰ ਰਾਸ਼ਟਰ-ਭਾਸ਼ਾ ਬਣਾਉਣ ਬਾਰੇ ਬਹੁਤ ਰੌਲਾ-ਰੱਪਾ ਪਾਇਆ ਜਾਂਦਾ ਹੈ। ਉਨ੍ਹਾਂ ਨੂੰ ਭਲੀ-ਭਾਂਤ ਪਤਾ ਹੈ ਕਿ ਆਧੁਨਿਕ ਵਿਗਿਆਨ ਤੇ ਟੈਕਨਾਲੋਜ਼ੀ ਦੀ ਸਾਰੀ ਪ੍ਰੀਭਾਸ਼ਕ ਸ਼ਬਦਾਵਲੀ ਤੋਂ ਸੱਖਣੀ ਅਤੇ ਸੰਸਕ੍ਰਿਤ ਸ਼ਬਦਾਂ ਨਾਲ ਭਰਪੂਰ ਇਹ ਬਣਾਵਟੀ ਭਾਸ਼ਾ,ਅੰਗਰੇਜ਼ੀ ਜ਼ਬਾਨ ਦੀ ਸਰਦਾਰੀ ਦਾ ਮੁਕਾਬਲਾ ਕਰਨ ਲਈ ਬਹੁਤ ਕਮਜ਼ੋਰ ਤੇ ਨੀਰਸ ਹੈ। ਇਹ ਹਮੇਸ਼ਾ ਇਕ ਨੁਮਾਇਸ਼ੀ-ਨਮੂਨਾ ਹੀ ਰਹੇਗੀ ਅਤੇ ਇਸ ਤੋਂ ਵੀ ਜ਼ਿਆਦਾ, ਲੋਕਾਂ ਨੂੰ ਆਪਸ ਵਿਚ ਲੜਾਉਣ ਲਈ ਇਕ ਸੁਖਾਲਾ ਹਥਿਆਰ। ਸਾਨੂੰ ਫਿਲਮੀ ਲੋਕਾਂ ਨੂੰ ਸਕੂਲਾਂ ਤੇ ਕਾਲਜਾਂ ਵਿਚ ਪੜਨ ਵਾਲੇ ਨੌਜਵਾਨ ਪ੍ਰਸੰਸਕਾਂ ਦੇ ਖ਼ਤ ਲਗਾਤਾਰ ਮਿਲਦੇ ਰਹਿੰਦੇ ਹਨ। ਮੈਨੂੰ ਵੀ ਮੇਰੇ ਹਿੱਸੇ ਦੇ ਕੁਝ ਖ਼ਤ ਮਿਲਦੇ ਹਨ ਜਿਨ੍ਹਾਂ ਤੋਂ ਸਾਫ਼ ਪਤਾ ਲਗਦਾ ਹੈ ਕਿ ਕਿਸ ਤਰ੍ਹਾਂ ਅੰਗਰੇਜ਼ੀ ਜ਼ਬਾਨ ਵੱਡੀ ਬਹੁ-ਗਿਣਤੀ ਭਾਰਤੀ ਵਿਦਿਆਰਥੀਆਂ ਲਈ ਤਸੀਹਾ-ਕੇਂਦਰ ਤੋਂ ਘੱਟ ਨਹੀਂ ਹੈ। ਪੜਾਉਣ ਤੇ ਸਿਖਣ ਦੇ ਮਿਆਰ ਕਿੰਨੇ ਰਸਾਤਲ ਵਲ ਚਲੇ ਗਏ ਹਨ! ਮੈਨੂੰ ਪਤਾ ਲੱਗਿਆ ਹੈ ਕਿ ਇਸੇ ਕਾਰਨ ਪਬਲਿਕ ਸਕੂਲਾਂ-ਉਹ ਸਕੂਲ ਜਿਥੇ ਅਮੀਰ ਜਮਾਤਾਂ ਦੇ ਬੱਚੇ ਹੀ ਜਾ ਸਕਦੇ ਹਨ- ਚੋਂ ਆਉਣ ਵਾਲੇ ਬੱਚਿਆਂ ਨਾਲ ਤਰਜ਼ੀਹੀ ਵਿਵਹਾਰ ਕੀਤਾ ਜਾਂਦਾ ਹੈ।
ਇਸ ਬਾਰੇ ਮੈਨੂੰ ਟਿਪਣੀ ਕਰਨ ਦੀ ਜ਼ਰੂਰਤ ਨਹੀਂ ਹੈ ਕਿ ਕਿਵੇਂ ਆਪਣੇ ਵਾਅਦਿਆਂ ਦੇ ਉੱਲਟ ਜਾ ਕੇ, ਹਰ ਖੇਤਰ ਵਿਚ ਅੰਗਰੇਜ਼ੀ ਨੂੰ ਮਜ਼ਬੂਤ ਕਰਨ ਦੀਆਂ ਕੋਸ਼ਿਸ਼ਾਂ ਕੀਤੀਆਂ ਜਾ ਰਹੀਆਂ ਹਨ। ਇਹ ਸਭ ਕੋਸ਼ਿਸ਼ਾਂ ਸਾਫ਼ ਦਿਖ ਰਹੀਆਂ ਹਨ। ਇਹ ਇਕਬਾਲ ਕੀਤਾ ਜਾਂਦਾ ਹੈ ਕਿ ਅੰਗਰੇਜ਼ੀ ਬਹੁਤ ਓਪਰੀ ਜ਼ੁਬਾਨ ਹੈ ਅਤੇ ਇਸੇ ਲਈ ਇਕ ਆਮ ਭਾਰਤੀ ਦੇ ਸਿਖਣ ਲਈ ਬਹੁਤ ਮੁਸ਼ਕਲ ਬੋਲੀ ਹੈ। ਅਤੇ ਫਿਰ ਵੀ ਇਹ ਸਰਮਾਏਦਾਰਾਂ ਤੇ ਸਨਅਤਕਾਰਾਂ ਨੂੰ ਸਾਰੇ ਭਾਰਤਵਰਸ਼ ਵਿਚ ਆਪਣੀ ਸਥਿਤੀ ਮਜ਼ਬੂਤ ਕਰਨ ਵਿਚ ਸਹਾਈ ਹੁੰਦੀ ਹੈ। ਅਤੇ ਇਹ ਤੱਥ ਬਾਕੀ ਸਭ ਤੱਥਾਂ ਉੱਪਰ ਭਾਰੀ ਪੈਂਦਾ ਹੈ। ਸਰਮਾਏਦਾਰਾਂ ਮੁਤਾਬਕ ਜੋ ਉਨ੍ਹਾਂ ਦੇ ਹਿਤਾਂ ਦੇ ਅਨੁਕੂਲ ਹੈ ਉਹ ਕੌਮੀ ਹਿਤਾਂ ਦੇ ਵੀ ਅਨੁਕੂਲ ਹੈ। ਉਨ੍ਹਾਂ ਨੂੰ ਪੂਰੀ ਉਮੀਦ ਹੈ ਕਿ ਜਲਦ ਭਵਿਖ ਵਿਚ ਲੋਕ ਖੁਦ ਉਨ੍ਹਾਂ ਦੇ ਇਸ ਸਟੈਂਡ ਦੀ ਪੁਸ਼ਟੀ ਕਰਨਗੇ ਕਿ ਅੰਗਰੇਜ਼ੀ ਦੀ ਮੌਜੂਦਾ ਹੈਸੀਅਤ ਸਦਾ ਬਰਕਰਾਰ ਰਹਿਣੀ ਚਾਹੀਦੀ ਹੈ। ’
ਇਹ ਮੇਰਾ ਅਨੁਮਾਨ ਸੀ ਅਤੇ ਇਹ ਮੈਂ ਇਕ ਦਿਨ ਆਪਣੇ ਇਕ ਦੋਸਤ ਨਾਲ ਸਾਂਝਾ ਕੀਤਾ ਜੋ ਇਕ ਮਜ਼ਦੂਰ ਨੇਤਾ ਹੈ। ਮੈਂ ਉਸ ਨੂੰ ਕਿਹਾ ਕਿ ਜੇਕਰ ਅਸੀਂ ਸਰਮਾਏਦਾਰੀ ਨੂੰ ਖਤਮ ਕਰਨ ਤੇ ਸਮਾਜਵਾਦ ਲਿਆਉਣ ਲਈ ਗੰਭੀਰ ਹਾਂ ਤਾਂ ਸਾਨੂੰ ਵੀ ਪੂਰੇ ਭਾਰਤਵਰਸ਼ ਪੱਧਰ ’ਤੇ ਆਪਣੇ-ਆਪ ਨੂੰ ਮਜ਼ਬੂਤ ਕਰਨ ਲਈ,ਮਜ਼ਦੂਰ ਜਮਾਤ ਦੀ ਉਸੇ ਊਰਜਾ ਨਾਲ ਸਹਾਇਤਾ ਕਰਨੀ ਪਵੇਗੀ ਜਿਸ ਊਰਜਾ ਨਾਲ ਸਰਮਾਏਦਾਰ ਜਮਾਤ ਆਪਣੇ-ਆਪ ਨੂੰ ਮਜ਼ਬੂਤ ਕਰ ਰਹੀ ਹੈ। ਸਮਾਜ ਵਿਚ ਮਜ਼ਦੂਰ ਜਮਾਤ ਵਲੋਂ ਮੋਹਰੀ ਹੈਸੀਅਤ ਹਾਸਲ ਕਰਨ ਲਈ ਸਾਨੂੰ ਉਨ੍ਹਾਂ ਦੀ ਮਦਦ ਕਰਨੀ ਚਾਹੀਦੀ ਹੈ। ਅਤੇ ਇਹ ਸਿਰਫ਼ ਅੰਗਰੇਜ਼ੀ ਜ਼ਬਾਨ ਦਾ ਦਬਦਬਾ ਖਤਮ ਕਰਕੇ ਉਸ ਦੀ ਥਾਂ ਲੋਕਾਂ ਦੀ ਆਪਣੀ ਬੋਲੀ ਲਿਆ ਕੇ ਹੀ ਕੀਤਾ ਜਾ ਸਕਦਾ ਹੈ।
ਮੇਰੇ ਦੋਸਤ ਨੇ ਮੈਨੂੰ ਧਿਆਨ ਨਾਲ ਸੁਣਿਆ ਅਤੇ ਮੋਟੇ ਤੌਰ ’ਤੇ ਮੇਰੇ ਨਾਲ ਸਹਿਮਤੀ ਪ੍ਰਗਟਾਈ।
ਤੂੰ ਸਥਿਤੀ ਦਾ ਮੁਲੰਕਣ ਬਹੁਤ ਵਧੀਆ ਕੀਤਾ ਹੈ” ਉਸ ਨੇ ਕਿਹਾ,“ ਪਰ ਹੱਲ ਕੀ ਹੈ?”
ਹੱਲ ਹੈ ਕਿ ਅੰਗਰੇਜ਼ੀ ਲਿੱਪੀ ਨੂੰ ਰੱਖ ਲਿਆ ਜਾਵੇ ਅਤੇ ਅੰਗਰੇਜ਼ੀ ਭਾਸ਼ਾ ਨੂੰ ਦਫ਼ਾ ਕੀਤਾ ਜਾਵੇ,” ਮੈਂ ਜਵਾਬ ਦਿਤਾ।
ਪਰ ਕਿਵੇਂ?”
ਸਾਰੇ ਭਾਰਤ ਵਿਚ ਮਿਹਨਤਕਸ਼ ਜਨਤਾ,ਇਕ ਅਟਕਲਪੱਚੂ ਤੇ ਤੁਰਤ-ਫੁਰਤੀ ਪ੍ਰਕਾਰ ਦੀ ਹਿੰਦੁਸਤਾਨੀ ਬੋਲੀ ਦੀ ਵਰਤੋਂ ਕਰਦੀ ਹੈ। ਉਹ ਅਕਾਦਮਿਕ ਤੇ ਵਿਆਕਰਣੀ ਤਾਮ-ਝਾਮ ਤੋਂ ਬਗ਼ੈਰ ਇਸ ਦਾ ਵਿਵਹਾਰਕ ਇਸਤੇਮਾਲ ਕਰਦੇ ਹਨ।“ਲੜਕਾ ਭੀ ਜਾਤਾ ਹੈ” ਅਤੇ “ਲੜਕੀ ਭੀ ਜਾਤੀ ਹੈ” ਪ੍ਰਕਾਰ ਦੀ ਹਿੰਦੁਸਤਾਨੀ ਬੋਲੀ। ਇਸ ਪ੍ਰਕਾਰ ਦੀ ਲੋਕ-ਬੋਲੀ ਵਿਚ ਅਨੂਠੀ ਆਜ਼ਾਦੀ ਦੇ ਅਹਿਸਾਸ ਵਾਲਾ ਇਕ ਮਾਹੌਲ ਹੈ ਅਤੇ ਬੁਧੀਜੀਵੀ ਵੀ ਕਈ ਵਾਰ ਜਦੋਂ ਉਹ ਸੁਸਤਾਉਣਾ ਚਾਹੁੰਦੇ ਹਨ ਤਾਂ ਅਜਿਹੀ ਬੋਲੀ ਦਾ ਇਸਤੇਮਾਲ ਕਰਦੇ ਹਨ। ਅਤੇ ਹਿੰਦੁਸਤਾਨੀ ਬੋਲੀ ਦੀ ਇਹ ਸਭ ਤੋਂ ਵਧੀਆ ਰਵਾਇਤ ਹੈ। ਇਹ ਇਸੇ ਪ੍ਰਕਾਰ ਪੈਦਾ ਹੋਈ,ਵਿਕਾਸ ਕੀਤਾ ਅਤੇ ਪੂਰੇ ਭਾਰਤਵਰਸ਼ ਵਿਚ ਪ੍ਰਚਲਿਤ ਹੋਈ। ਪੁਰਾਣੇ ਸਮਿਆਂ ਵਿਚ ਇਸ ਨੂੰ ਨਫ਼ਰਤ ਭਰੇ ਲਹਿਜ਼ੇ ਵਿਚ ਉਰਦੂ ਕਿਹਾ ਜਾਂਦਾ ਸੀ ਜਾਂ ਫਿਰ ਕੈਂਪਾਂ ਤੇ ਬਾਜ਼ਾਰਾਂ ਦੀ ਭਾਸ਼ਾ।
ਅੱਜਕਲ ਇਸ ਬਾਜ਼ਾਰੀ ਹਿੰਦੁਸਤਾਨੀ ਬੋਲੀ ਵਿਚ ‘ਯੂਨੀਵਰਸਿਟੀ’ ਸ਼ਬਦ ‘ਯੂਨੀਵਰੱਸਟੀ’ ਬਣ ਗਿਆ ਹੈ ਜੋ ‘ਵਿਸ਼ਵ-ਵਿਦਿਆਲਿਆ’ ਸ਼ਬਦ ਤੋਂ ਕਿਤੇ ਸੌਖਾ ਹੈ, ‘ਲੈਂਟਰਨ’ ਤੋਂ ‘ਲਾਲਟੈਨ’,ਕਾਰ ਦੀ ‘ਚੈਸੀਜ਼’ ਤੋਂ ‘ਚੈਸੀ’ ਤੇ ‘ਸਪੈਨਰ’ ਤੋਂ ‘ਪਾਨਾ’ ਬਣ ਗਿਆ ਹੈ ਯਾਨਿ ਕਿ ਇਸ ਵਿਚ ਕੁਝ ਵੀ ਤੇ ਹਰ ਕੁਝ ਸੰਭਵ ਹੈ। ਉਹ ਰੱਸੀ ਜਿਸ ਨਾਲ ਇਕ ਸਿਪਾਹੀ ਆਪਣੀ ਰਾਈਫਲ ਸਾਫ਼ ਕਰਦਾ ਹੈ ,ਨੂੰ ਅੰਗਰੇਜ਼ੀ ਵਿਚ ‘ਪੁਲ-ਥਰੂ ਕਿਹਾ ਜਾਂਦਾ ਹੈ। ਰੋਮਨ ਹਿੰਦੁਸਤਾਨੀ ਬੋਲੀ ਵਿਚ ਇਹ ਇਕ ਖੂਬਸੂਰਤ ਸ਼ਬਦ‘ਫੁਲਤਰੂ’ ਬਣ ਗਿਆ। ਹਾਲੀਵੁਡ ਫਿਲਮੀ ਸਨਅਤ ਵਿਚ ਲਾਈਟਮੈਨ ਦੋ ਬਲੇਡ ਵਾਲੇ ਇਕ ਖਾਸ ਪ੍ਰਕਾਰ ਦੇ ਕਵੱਚ ਲਈ‘ਬਾਰਨ-ਡੋਰ’ਸ਼ਬਦ ਦਾ ਇਸਤੇਮਾਲ ਕਰਦਾ ਹੈ।ਬੰਬਈ ਫਿਲਮੀ ਕਾਮੇ ਨੇ ਇਸ ਸ਼ਬਦ ਨੂੰ ‘ਬੰਡਰ’ ਬਣਾ ਦਿਤਾ ਜੋ ਇਕ ਕਮਾਲ ਦੀ ਤਬਦੀਲੀ ਹੈ।ਇਸ ਹਿੰਦੁਸਤਾਨੀ ਬੋਲੀ ਵਿਚ ਅਕਹਿ ਅਤੇ ਅਸੀਮ ਸੰਭਾਵਨਾਵਾਂ ਮੌਜੂਦ ਹਨ।ਇਹ ਅੰਤਰ-ਰਾਸ਼ਟਰੀ ਵਿਗਿਆਨਕ ਅਤੇ ਤਕਨੀਕੀ ਸ਼ਬਦਾਵਲੀ ਨੂੰ ਬਹੁਤ ਆਸਾਨੀ ਨਾਲ ਆਪਣੇ ਅੰਦਰ ਸਮੋ ਸਕਦੀ ਹੈ। ਇਹ ਹਰ ਸਰੋਤ ਤੋਂ ਸ਼ਬਦ ਲੈ ਕੇ ਆਪਣੇ-ਆਪ ਨੂੰ ਸਮਰਿਧ ਬਣਾ ਸਕਦੀ ਹੈ। ਸਾਨੂੰ ਸਿਰਫ਼ ਸੰਸਕ੍ਰਿਤ ਸ਼ਬਦਕੋਸ਼ ਦੇਖਣ ਦੀ ਜ਼ਰੂਰਤ ਨਹੀਂ ਹੈ”।
ਪਰ ਸਿਰਫ਼ ਰੋਮਨ ਲਿੱਪੀ ਹੀ ਕਿਉਂ?”ਮੇਰੇ ਦੋਸਤ ਨੇ ਪੁਛਿਆ।
ਕਿਉਂਕਿ ਕੋਈ ਵੀ ਇਸ ਸਬੰਧੀ ਪੱਖਪਤੀ ਰਵੱਈਆ ਨਹੀਂ ਰੱਖਦਾ”,ਮੈਂ ਕਿਹਾ।“ ਇਕ ਇਕ ਅਜਿਹੀ ਲਿੱਪੀ ਹੈ ਜੋ ਪਹਿਲਾਂ ਹੀ ਪੂਰੇ ਭਾਰਤਵਰਸ਼ ਵਿਚ ਪ੍ਰਚਲਿਤ ਹੈ। ਉੱਤਰ,ਦੱਖਣ,ਪੂਰਬ ਤੇ ਪੱਛਮ,ਕਿਤੇ ਵੀ ਤੁਸੀਂ ਇਸ ਲਿੱਪੀ ਵਿਚ ਲਿਖੇ ਦੁਕਾਨਾਂ ਦੇ ਸਾਈਨ-ਬੋਰਡ ਤੇ ਫਿਲਮੀ ਪੋਸਟਰ ਦੇਖ ਸਕਦੇ ਹੋ। ਅਸੀਂ ਲਿਫ਼ਾਫਿਆਂ ’ਤੇ ਪੋਸਟ-ਕਾਰਡਾਂ ਉੱਪਰ ਸਿਰਨਾਮੇ ਇਸੇ ਲਿੱਪੀ ਵਿਚ ਲਿਖਦੇ ਹਾਂ। ਫੋਜ ਪਿਛਲੇ ਘੱਟੋ-ਘੱਟ ਪੈਂਤੀ ਸਾਲ ਤੋਂ ਇਸ ਦਾ ਇਸਤੇਮਾਲ ਕਰ ਰਹੀ ਹੈ”।
ਮਜ਼ਦੂਰ ਨੇਤਾ ਮੇਰਾ ਇਹ ਦੋਸਤ ਕੁਝ ਚਿਰ ਲਈ ਚੁਪ ਰਿਹਾ। ਫਿਰ ਉਹ ਆਨੰਦਮਈ ਲਹਿਜ਼ੇ ਵਿਚ ਮੁਸਕਰਾਇਆ ਅਤੇ ਕਿਹਾ, “ਸਾਥੀ,ਯੂਰਪ ਨੇ ਵੀ ‘ਐਸਪਅਰੰਟਉ’( ਨਵੀਂ ਵਿਸ਼ਵ-ਭਾਸ਼ਾ) ਨਾਲ ਇਹ ਤਜ਼ਰਬਾ ਕੀਤਾ ਸੀ।ਬਰਨਾਰਡ ਸ਼ਾਅ ਜਿਹੇ ਮਹਾਨ ਬੁਧੀਜੀਵੀ ਨੇ ਮੂਲ ਅੰਗਰੇਜ਼ੀ ਨੂੰ ਹਰਮਨ-ਪਿਆਰਾ ਬਣਾਉਣ ਲਈ ਆਪਣੀ ਪੂਰੀ ਵਾਹ ਲਾਈ। ਪਰ ਇਹ ਸਾਰੀਆਂ ਸਕੀਮਾਂ ਬੁਰੀ ਤਰ੍ਹਾਂ ਫੇਲ ਹੋ ਗਈਆਂ, ਸਿਰਫ਼ ਇਕ ਸਧਾਰਨ ਜਿਹੀ ਵਜਾਹ ਕਰਕੇ ਕਿ ਭਾਸ਼ਾਵਾਂ ਨੂੰ ਜੰਤਰਿਕ ਢੰਗ ਨਾਲ ਪੈਦਾ ਨਹੀਂ ਕੀਤਾ ਜਾ ਸਕਦਾ, ਉਹ ਆਪ-ਮੁਹਾਰੇ ਵਿਕਾਸ ਕਰਦੀਆਂ ਹਨ”।
ਮੈਨੂੰ ਬਹੁਤ ਝੱਟਕਾ ਲੱਗਿਆ। ਮੈਂ ਕਿਹਾ,“ਸਾਥੀ ‘ਐਸਪਅਰੰਟਉ’ ਬਿਲਕੁਲ ਉਸੇ ਰਾਸ਼ਟਰਭਾਸ਼ਾ ਵਾਂਗ ਹੈ ਜਿਸ ਦਾ ਅੱਜਕਲ ਹਿੰਦੀ ਵਿਦਵਾਨ ਕਿਸੇ ਸੰਸਕ੍ਰਿਤ ਸ਼ਬਦਕੋਸ਼ ਦੇ ਪੰਨਿਆਂ ਤੋਂ ਨਿਰਮਾਣ ਕਰ ਰਹੇ ਹਨ। ਮੈਂ ਉਸ ਭਾਸ਼ਾ ਦੀ ਗੱਲ ਕਰ ਰਿਹਾ ਹਾਂ ਜੋ ਲੋਕਾਂ ਦੇ ਅਮਲਾਂ ਦੁਆਰਾ ਸਾਡੇ ਆਸ-ਪਾਸ ਵੱਧ-ਫੁਲ ਰਹੀ ਹੈ”।
ਪਰ ਮੈਂ ਉਸ ਨੂੰ ਆਪਣੇ ਨਾਲ ਸਹਿਮਤ ਨਾ ਕਰ ਸਕਿਆ। ਮੈਂ ਹੋਰ ਵੀ ਦਲੀਲਾਂ ਦਿਤੀਆਂ ਅਤੇ ਕਿਹਾ ਕਿ ਨੇਤਾ ਜੀ ਸੁਭਾਸ਼ ਬੋਸ ਤੇ ਜਵਾਹਰ ਲਾਲ ਨਹਿਰੂ,ਦੋਵੇਂ ਹੀ ਰੋਮਨ ਹਿੰਦੁਸਤਾਨੀ ਦੇ ਜ਼ਬਰਦਸਤ ਸਮੱਰਥੱਕ ਸਨ ਪਰ ਇਹ ਦਲੀਲ ਵੀ ਉਸ ਨੂੰ ਮਨਵਾਉਣ ਵਿਚ ਨਾਕਾਮ ਰਹੀ।ਸਵਾਲ ਇਹ ਨਹੀਂ ਹੈ ਕਿ ਕੀ ਮੈਂ ਠੀਕ ਸੀ ਜਾਂ ਮੇਰਾ ਸਾਥੀ।ਸ਼ਾਇਦ ਮੈਂ ਗਲਤ ਸੀ।ਸ਼ਾਇਦ ਮੇਰੀ ਸੋਚ ਸ਼ੇਖ-ਚਿਲੀ ਦੇ ਸੁਫਨੇ ਵਰਗੀ ਜਾਂ ਜਿਵੇਂ ਉਸ ਨੇ ਕਿਹਾ “ਜੰਤਰਿਕ” ਸੀ।ਜਿਵੇਂ ਮੈਂ ਪਹਿਲਾਂ ਹੀ ਕਹਿ ਚੁੱਕਾ ਹਾਂ ਕਿ ਤੁਸੀਂ ਕਦੇ ਵੀ ਕਹਿ ਨਹੀਂ ਸਕਦੇ ਕਿ ਤੁਹਾਡੀ ਅਟਕਲ(ਅਨੁਮਾਨ) ਠੀਕ ਹੋਵੇਗੀ ਜਾਂ ਗਲਤ। ਪਰ ਮਜ਼ਾ ਅਟਕਲ ਲਾਉਂਣ ਵਿਚ ਹੈ ਕਿਉਂਕਿ ਅਟਕਲਾਂ ਲਾਉਣਾ ਆਜ਼ਾਦ-ਸੋਚਣੀ ਦਾ ਪ੍ਰਤੀਕ ਹੈ। ਕਾਮਰੇਡ ਸਾਥੀ ਨੂੰ ਇਸ ਗੱਲ ਦੀ ਸ਼ਲਾਘਾ ਕਰਨੀ ਚਾਹੀਦੀ ਸੀ ਪਰ ਉਹ ਅਜਿਹਾ ਕਰ ਨਾ ਸਕਿਆ ਕਿਉਂਕਿ ਉਹ ਆਪਣੀ ਪੁਰਾਤਨ-ਪੰਥੀ ਸੋਚ ਦੀ ਖਾਈ ਚੋਂ ਬਾਹਰ ਨਾ ਨਿਕਲ ਸਕਿਆ।
ਹਵਾ ਵਿਚ ਉਡਾਰੀਆਂ ਲਾਉਣ ਦਾ ਡਰ
ਕੋਈ ਵੀ ਮੁਲਕ ਉਨ੍ਹੀ ਦੇਰ ਤਰੱਕੀ ਨਹੀਂ ਕਰ ਸਕਦਾ ਜਿੰਨ੍ਹੀ ਦੇਰ ਉਹ ਆਪਣੀ ਹੋਂਦ ਯਾਨਿ ਮਨ ਤੇ ਸਰੀਰ ਪ੍ਰਤੀ ਸੁਚੇਤ ਨਹੀਂ ਹੋ ਜਾਂਦਾ। ਉਸ ਨੂੰ ਆਪਣੇ ਪੱਠਿਆਂ ਦਾ ਪ੍ਰਯੋਗ ਕਰਨ ਦੀ ਜਾਚ ਸਿਖਣੀ ਪਵੇਗੀ। ਉਸ ਨੂੰ ਆਪਣੀਆਂ ਮੁਸ਼ਕਲਾਂ ਤਲਾਸ਼ਣ ਅਤੇ ਉਨ੍ਹਾਂ ਦੇ ਹੱਲ ਆਪਣੇ ਤਰੀਕੇ ਨਾਲ ਲੱਭਣ ਬਾਰੇ ਸਿਖਣਾ ਪਵੇਗਾ। ਪਰ ਮੈਂ ਕਿਸੇ ਵੀ ਪਹਿਲੂ ਤੋਂ ਦੇਖਾਂ, ਮੈਨੂੰ ਲੱਗਦਾ ਹੈ ਕਿ ਆਜ਼ਾਦੀ ਦੇ 25 ਸਾਲ ਬਾਅਦ ਵੀ ਅਸੀਂ ਉਸ ਪੰਛੀ ਵਾਂਗ ਵਿਵਹਾਰ ਕਰ ਰਹੇ ਹਾਂ ਜਿਸ ਨੂੰ ਲੰਬੀ ਕੈਦ ਤੋਂ ਬਾਅਦ ਉਸ ਦੇ ਪਿੰਜਰੇ ਚੋਂ ਬਾਹਰ ਕੱਢ ਦਿਤਾ ਗਿਆ ਹੋਵੇ-ਇਹ ਜਾਣਨ ਤੋਂ ਅਸੱਮਰਥ ਕਿ ਆਪਣੀ ਆਜ਼ਾਦੀ ਦਾ ਕੀ ਕਰਿਆ ਜਾਵੇ। ਉਸ ਕੋਲ ਖੰਭ ਹਨ ਪਰ ਉਹ ਖੁੱਲੀ ਹਵਾ ਵਿਚ ਉੱਡਣ ਤੋਂ ਡਰਦਾ ਹੈ। ਉਹ ਪਿੰਜਰੇ ਵਿਚ ਹੋਣ ਦੀ ਤਰ੍ਹਾਂ ਹੀ,ਆਪਣੀਆਂ ਨਿਰਧਾਰਤ ਹੱਦਾਂ ਵਿਚ ਰਹਿਣਾ ਚਾਹੁੰਦਾ ਹੈ।
ਵਿਅਕਤੀਗੱਤ ਅਤੇ ਸਮੂਹਿਕ, ਦੋਨਾਂ ਪੱਖਾਂ ਤੋਂ ਅਸੀਂ ਵਾਲਟਰ ਮਿਟੀ ਨਾਲ ਮਿਲਦੇ-ਜੁਲਦੇ ਹਾਂ। ਸਾਡੀਆਂ ਅੰਦਰੂਨੀ ਜ਼ਿੰਦਗੀਆਂ ਸਾਡੀਆਂ ਬਾਹਰੀ ਜ਼ਿੰਦਗੀਆਂ ਤੋਂ ਵੱਖਰੀਆਂ ਹਨ। ਸਾਡੀ ਕਥਨੀ ਤੇ ਕਰਨੀ ਵਿਚ ਲੱਖਾਂ ਕੋਹਾਂ ਦੀ ਦੂਰੀ ਹੈ। ਅਸੀਂ ਇਸ ਸਥਿਤੀ ਨੂੰ ਬਦਲਣਾ ਚਾਹੁੰਦੇ ਹਾਂ ਪਰ ਸਾਡੇ ਵਿਚ ਅਜਿਹਾ ਕੁਝ ਨਵਾਂ ਕਰਨ ਲਈ ਹੌਸਲੇ ਦੀ ਘਾਟ ਹੈ ਜੋ ਸਾਡੇ ਵਲੋਂ ਪਹਿਲਾਂ ਕੀਤੇ ਜਾ ਰਹੇ ਅਮਲਾਂ ਤੋਂ ਵੱਖਰਾ ਹੋਵੇ ਜਾਂ ਉਸ ਤੋਂ ਵੱਖਰਾ ਹੋਵੇ ਜਿਸ ਨੂੰ ਕਰਨ ਦੀ ਉਮੀਦ ਦੂਸਰੇ ਲੋਕ ਸਾਡੇ ਤੋਂ ਕਰਦੇ ਹਨ।
ਮੇਂਨੂੰ ਯਕੀਨ ਹੈ ਕਿ ਇਸ ਮੁਲਕ ਵਿਚ ਕੁਝ ਪੁਲੀਸ ਅਫ਼ਸਰ ਅਜਿਹੇ ਜ਼ਰੂਰ ਹੋਣਗੇ ਜੋ ਆਪਣੇ ਸੱਚੇ ਮਨੋਂ ਜਨਤਾ ਦੇ ਦੁਸ਼ਮਣ ਨਹੀਂ ਸਗੋਂ ਦੋਸਤ ਦੀ ਤਰ੍ਹਾਂ ਦੇਖੇ ਜਾਣਾ ਚਾਹੁੰਦੇ ਹੋਣਗੇ। ਉਨ੍ਹਾਂ ਨੂੰ ਜ਼ਰੂਰ ਇਲਮ ਹੋਵੇਗਾ ਕਿ ਇੰਗਲੈਂਡ ਵਿਚ ਪੁਲੀਸ ਦਾ ਜਨਤਾ ਪ੍ਰਤੀ ਵਿਵਹਾਰ ਸਨਿਮਰ ਅਤੇ ਮਦਦਗਾਰ ਵਾਲਾ ਹੈ। ਪਰ ਜਿਸ ਰਵਾਇਤ ਨਾਲ ਉਸ ਨੂੰ ਸਿਖਲਾਈ ਦਿਤੀ ਗਈ ਹੈ ਇਹ ਰਵਾਇਤ ਉਹ ਨਹੀਂ ਜੋ ਬਰਤਾਨਵੀ ਸਰਕਾਰ ਨੇ ਆਪਣੇ ਲੋਕਾਂ ਲਈ ਨਿਰਧਾਰਿਤ ਕੀਤੀ ਹੈ ਪਰ ਉਹ ਹੈ ਜੋ ਉਨ੍ਹਾਂ ਨੇ ਆਪਣੀਆਂ ਬਸਤੀਆਂ ਲਈ ਨਿਰਧਾਰਿਤ ਕਰਕੇ ਰੱਖੀ ਹੈ। ਇਸ ਲਈ ਪੁਲੀਸ ਕਰਮਚਾਰੀ ਮਜ਼ਬੂਰ ਹੈ। ਇਸ ਬਸਤੀਵਾਦੀ ਰਵਾਇਤ ਮੁਤਾਬਕ ਇਹ ਉਸ ਦੀ ਜ਼ਿੰਮੇਵਾਰੀ ਹੈ ਕਿ ਜੋ ਵੀ ਉਸ ਦੇ ਦਫ਼ਤਰ ਵਿਚ ਦਾਖਲ ਹੁੰਦਾ ਹੈ, ਉਸ ਦੇ ਮਨ ਵਿਚ ਉਹ ਡਰ ਪੈਦਾ ਕਰੇ ਅਤੇ ਜਿੰਨਾਂ ਸੰਭਵ ਹੋ ਸਕੇ ਉਸ ਦੇ ਕੰਮ ਵਿਚ ਅੜਿਕਾ ਡਾਹੇ ਅਤੇ ਮਦਦਗਾਰ ਨਾ ਬਣੇ। ਚਪੜਾਸੀ ਤੋਂ ਲੈ ਕੇ ਮੰਤਰੀ ਤੱਕ,ਸਾਰੇ ਸਰਕਾਰੀ ਦਫ਼ਤਰਾਂ ਵਿਚ ਇਸੇ ਰਵਾਇਤ ਦਾ ਬੋਲ-ਬਾਲਾ ਹੈ।
ਸਾਡੇ ਇਕ ਨੌਜਵਾਨ ਤੇ ਸਾਹਸੀ ਫਿਲਮ-ਨਿਰਮਾਤਾ ਨੇ ਇਕ ਪ੍ਰਯੋਗਾਤਮਕ ਫਿਲਮ ਬਣਾਈ ਅਤੇ ਇਸ ਦੀ ਟੈਕਸ-ਮਾਫ਼ੀ ਲਈ ਸਰਕਾਰ ਤੱਕ ਪਹੁੰਚ ਕੀਤੀ। ਸਬੰਧਿਤ ਮੰਤਰੀ ਨੂੰ ਅੱਗਲੇ ਦਿਨ ਅਹੁਦੇ ਦੀ ਸਹੁੰ ਚੁਕਾਈ ਜਾਣੀ ਸੀ। ਉਸ ਨੇ ਫਿਲਮ-ਨਿਰਮਾਤਾ ਨੂੰ ਸਹੁੰ-ਚੁਕ ਸਮਾਗਮ ਲਈ ਸੱਦਾ-ਪੱਤਰ ਦਿਤਾ ਜਿਸ ਤੋਂ ਬਾਅਦ ਉਹ ਨਿਰਮਾਤਾ ਮੰਤਰੀ ਨੂੰ ਮਿਲ ਕੇ ਆਪਣੇ ਮਸਲੇ ਬਾਰੇ ਚਰਚਾ ਕਰ ਸਕਦਾ ਸੀ। ਮੰਤਰੀ ਦੀ ਗ਼ੈਰ-ਰਸਮੀ ਵਤੀਰੇ ਤੋਂ ਪ੍ਰਭਾਵਿਤ ਹੋ ਕੇ ਨਿਰਮਾਤਾ ਸਮਾਗਮ ਵਿਚ ਗਿਆ।ਜਦ ਮੰਤਰੀ ਨੂੰ ਲੋਕਾਂ ਦੀ ਸੱਚੇ ਮਨੋਂ,ਵਫ਼ਾਦਾਰੀ ਤੇ ਇਮਾਨਦਾਰੀ ਨਾਲ ਸੇਵਾ ਕਰਨ ਦਾ ਵਾਅਦਾ ਕਰਨ ਵਾਲੀ ਸਹੁੰ ਅਜੇ ਚੁਕਾਈ ਜਾ ਰਹੀ ਸੀ ਤਾਂ ਉਸ ਦੇ ਸਕੱਤਰ ਨੇ ਨੋਜਵਾਨ ਨਿਰਮਾਤਾ ਨੂੰ ਸਮਝਾਉਣਾ ਸ਼ੁਰੂ ਕਰ ਦਿਤਾ ਕਿ ਟੈਕਸ ਮਾਫ਼ੀ ਲਈ ਉਸ ਨੂੰ,ਮੰਤਰੀ ਤੇ ਹੋਰ ਲੋਕਾਂ ਨੂੰ ਕਿਤਨੀ-2 ਰਿਸ਼ਵਤ ਦੇਣੀ ਪਵੇਗੀ।
ਨਿਰਮਾਤਾ ਨੂੰ ਇੰਨਾ ਝਟਕਾ ਲੱਗਿਆ ਅਤੇ ਗੁੱਸਾ ਆਇਆ ਕਿ ਉਹ ਇਸ ਪ੍ਰਸੰਗ ਨੂੰ ਆਪਣੀ ਅਗਲੀ ਫਿਲਮ ਦਾ ਹਿੱਸਾ ਬਣਾਉਣ ਬਾਰੇ ਸੋਚਣ ਲੱਗਾ। ਪਰ ਉਸ ਦੇ ਵਿਤੀ-ਸਹਾਇਕ ਇਸ ਪਹਿਲੀ ਫਿਲਮ ਕਾਰਨ ਹੀ ਬਹੁਤ ਨੁਕਸਾਨ ਝੱਲ ਚੁੱਕੇ ਸਨ।ਉਨ੍ਹਾਂ ਨੇ ਉਸ ਨੂੰ ਸਾਫ਼-2 ਕਹਿ ਦਿਤਾ ਕਿ ਉਹ ਖੁਦ ਦਾ ਮਖੌਲ ਨਾ ਉਡਵਾਏ। ਫਿਰ ਵੀ ਜੇਕਰ ਉਹ ‘ਉਲੂ’ ਬਣਨ ਲਈ ਬਜ਼ਿਦ ਰਹਿੰਦਾ ਤਾਂ ਸੈਂਸਰ ਬੋਰਡ ਨੇ ਅਜਿਹੀ ਫਿਲਮ ਕਦੇ ਵੀ ਪਾਸ ਨਹੀਂ ਕਰਨੀ ਸੀ ਕਿਉਂਕਿ ਇਹ ਅਣ-ਲਿਖਿਆ ਕਾਨੂੰਨ ਹੈ ਕਿ ਸਾਡੇ ਮੁਲਕ ਵਿਚ ਕੋਈ ਵੀ ਪੁਲੀਸ ਵਾਲਾ ਜਾਂ ਮੰਤਰੀ ਰਿਸ਼ਵਤਖੋਰ ਨਹੀਂ ਹੈ।
ਪਰ ਇਕ ਹੋਰ ਗੱਲ ਮੈਨੂੰ ਇਸ ਤੋਂ ਵੀ ਜ਼ਿਆਦਾ ਅਜ਼ੀਬ ਲੱਗਦੀ ਹੈ। ਉਹੀ ਲੋਕ ਜਿਹੜੇ ਦਿਨ ਰਾਤ ਮੰਤਰੀਆਂ ਵਿਰੁਧ ਚੀਖਦੇ ਰਹਿੰਦੇ ਹਨ ਖੁਦ ਉਹ ਇਕ ਵੀ ਸਮਾਗਮ ਕਿਸੇ ਮੰਤਰੀ ਤੋਂ ਉਦਘਾਟਨ ਜਾਂ ਪ੍ਰਧਾਨਗੀ ਕਰਵਾਉਣ ਜਾਂ ਮੁੱਖ-ਮਹਿਮਾਨ ਬਣਾਏ ਬਗ਼ੈਰ ਨਹੀਂ ਕਰ ਸਕਦੇ। ਕਦੇ-2 ਮੰਤਰੀ ਮੁੱਖ-ਮਹਿਮਾਨ ਤੇ ਕੋਈ ਫਿਲਮ-ਸਟਾਰ ਪ੍ਰਧਾਨ ਹੁੰਦਾ ਹੈ ਜਾਂ ਫਿਰ ਇਸ ਦੇ ਉਲਟ ਫਿਲਮ-ਸਟਾਰ ਮੁੱਖ-ਮਹਿਮਾਨ ਤੇ ਮੰਤਰੀ ਪ੍ਰਧਾਨ ਹੁੰਦਾ ਹੈ। ਕੋਈ ਵੱਡੀ ਸ਼ਖ਼ਸੀਅਤ ਜ਼ਰੂਰ ਸ਼ਾਮਲ ਹੋਣੀ ਚਾਹੀਦੀ ਹੈ ਕਿਉਂਕਿ ਇਹ ਪੁਰਾਣੀ ਬਸਤੀਵਾਦੀ ਪਰੰਪਰਾ ਹੈ।
ਪਿਛਲੀ ਲੜਾਈ ਦੌਰਾਨ,ਮੈਂ ਬੀ.ਬੀ.ਸੀ ਦੇ ਹਿੰਦੁਸਤਾਨੀ ਅਨਾਊਂਸਰ ਦੇ ਤੌਰ ’ਤੇ ਚਾਰ ਸਾਲ ਇੰਗਲੈਂਡ ਵਿਚ ਗੁਜ਼ਾਰੇ।ਗੰਭੀਰ ਸੰਕਟ ਦੇ ਉਨ੍ਹਾਂ ਚਾਰ ਸਾਲਾਂ ਵਿਚ ਮੈਨੂੰ ਪ੍ਰਧਾਨ ਮੰਤਰੀ ਚਰਚਿਲ ਸਮੇਤ ਬਰਤਾਨਵੀ ਕੈਬਨਿਟ ਦਾ ਇਕ ਵੀ ਮੰਤਰੀ ਦੇਖਣ ਨੂੰ ਨਹੀਂ ਮਿਲਿਆ। ਪਰ ਆਜ਼ਾਦੀ ਤੋਂ ਬਾਅਦ ਭਾਰਤ ਵਿਚ ਹਰ ਜਗਾਹ ਮੰਤਰੀਆਂ ਤੋਂ ਇਲਾਵਾ ਹੋਰ ਕੁਝ ਦਿਸਦਾ ਹੀ ਨਹੀਂ।
ਸੰਨ 1930 ਵਿਚ ਜਦੋਂ ਗਾਂਧੀ ਜੀ ਗੋਲ-ਮੇਜ਼ ਕਾਨਫਰੰਸ ਲਈ ਗਏ ਤਾਂ ਉਨ੍ਹਾਂ ਨੇ ਬਰਤਾਨਵੀ ਪਤਰਕਾਰਾਂ ਸਾਹਮਣੇ ਟਿਪਣੀ ਕੀਤੀ ਕਿ ਭਾਰਤੀ ਲੋਕ ਉਨ੍ਹਾਂ ਦੇ ਸਾਮਰਾਜ ਦੀਆਂ ਬੰਦੂਕਾਂ ਤੇ ਗੋਲੀਆਂ ਨੂੰ ਉਸੇ ਤਰ੍ਹਾਂ ਸਮਝਦੇ ਹਨ ਜਿਸ ਤਰ੍ਹਾਂ ਬੱਚੇ ਦਿਵਾਲੀ ਮੌਕੇ ਪਟਾਖਿਆਂ ਤੇ ਫੁਲਝੜੀਆਂ ਨੂੰ ਸਮਝਦੇ ਹਨ। ਉਹ ਅਜਿਹਾ ਦਾਅਵਾ ਇਸ ਲਈ ਕਰ ਸਕਿਆ ਕਿਉਂਕਿ ਉਸ ਨੇ ਭਾਰਤੀ ਮਨਾਂ ਚੋਂ ਅੰਗਰੇਜ਼ਾਂ ਦਾ ਡਰ ਖਤਮ ਕਰ ਦਿਤਾ ਸੀ। ਉਸ ਨੇ ਉਨ੍ਹਾਂ ਨੂੰ ਬਰਤਾਨਵੀ ਅਧਿਕਾਰੀਆਂ ਦਾ ਪਿਠੂ ਬਣਨ ਦੀ ਬਜਾਇ ਉਨ੍ਹਾਂ ਦੀ ਅਣਦੇਖੀ ਤੇ ਬਾਈਕਾਟ ਕਰਨਾ ਸਿਖਾਇਆ। ਇਸੇ ਤਰ੍ਹਾਂ ਜੇਕਰ ਅਸੀਂ ਆਪਣੇ ਮੁਲਕ ਵਿਚ ਸਮਾਜਵਾਦ ਲਿਆਉਣਾ ਚਾਹੁੰਦੇ ਹਾਂ ਤਾਂ ਸਭ ਤੋਂ ਪਹਿਲਾਂ ਸਾਨੂੰ ਲੋਕਾਂ ਦੇ ਮਨਾਂ ਚੋਂ ਪੈਸੇ,ਰੁਤਬੇ ਤੇ ਤਾਕਤ ਦਾ ਡਰ ਖਤਮ ਕਰਨਾ ਪਵੇਗਾ। ਕੀ ਅਸੀਂ ਉਸ ਦਿਸ਼ਾ ਦੀ ਤਰਫ਼ ਕੁਝ ਕਰ ਰਹੇ ਹਾਂ?ਸਾਡੇ ਸਮਾਜ ਵਿਚ ਅੱਜ ਕਿਸ ਦਾ ਜ਼ਿਆਦਾ ਸਤਿਕਾਰ ਹੈ-ਹੁਨਰਮੰਦ ਇਨਸਾਨ ਦਾ ਜਾਂ ਪੈਸੇ ਵਾਲੇ ਦਾ?ਕਿਸ ਦੀ ਜ਼ਿਆਦਾ ਪ੍ਰਸੰਸਾ ਕੀਤੀ ਜਾਂਦੀ ਹੈ,ਪ੍ਰਤਿਭਾ ਵਾਲੇ ਆਦਮੀ ਦੀ ਜਾਂ ਰਸੂਖਵਾਨ ਦੀ।ਅਜਿਹੀਆਂ ਹਾਲਤਾਂ ਵਿਚ ਕੀ ਅਸੀਂ ਕਦੇ ਵੀ ਸਮਾਜਵਾਦ ਆਉਣ ਦੀ ਉਮੀਦ ਕਰ ਸਕਦੇ ਹਾਂ?ਸਮਾਜਵਾਦ ਲਿਆਉਣ ਲਈ ਪਹਿਲਾਂ ਸਾਨੂੰ ਅਜਿਹਾ ਮਾਹੌਲ ਸਿਰਜਣਾ ਪਵੇਗਾ ਜਿਸ ਵਿਚ ਦੌਲਤ ਤੇ ਅਮੀਰੀ ਲਈ ਆਦਰ ਦੀ ਜਗਾਹ ਅਨਾਦਰ ਦੀ ਭਾਵਨਾ ਵਿਦਮਾਨ ਹੋਵੇ। ਸਾਨੂੰ ਅਜਿਹੇ ਹਾਲਾਤ ਬਣਾਉਣੇ ਪੈਣਗੇ ਜਿਸ ਵਿਚ ਸਭ ਤੋਂ ਜ਼ਿਆਦਾ ਸਤਿਕਾਰ ਮਿਹਨਤ,--ਚਾਹੇ ਇਹ ਮਿਹਨਤ ਸਰੀਰਿਕ ਹੋਵੇ ਜਾਂ ਮਾਨਸਿਕ— ਪ੍ਰਤਿਭਾ,ਹੁਨਰ,ਕਲਾ ਅਤੇ ਆਵਿਸ਼ਕਾਰਤਾ ਨੂੰ ਮਿਲੇ। ਇਸ ਲਈ ਸੋਚਣ ਦੇ ਨਿਵੇਕਲੇਪਣ ਨੂੰ ਅਪਣਾਉਣ ਅਤੇ ਇਸ ਦੇ ਪੁਰਾਣੇ ਤਰੀਕਿਆਂ ਨੂੰ ਤਿਲਾਜ਼ਲੀ ਦੇਣ ਦੇ ਹੌਸਲੇ ਦੀ ਲੋੜ ਹੈ। ਕੀ ਅਸੀਂ ਮਨ ਦੇ ਇਸ ਇੰਨਕਲਾਬ ਦੇ ਨੇੜੇ-ਤੇੜੇ ਵੀ ਹਾਂ?

More than Make in India, Jaitley Needs to Focus on Farm in India

The agricultural sector has been neglected when in fact it has the potential to reboot the economy. Arun Jaitley’s focus should therefore be on revitalising agriculture. Budget 2016 provides the opportunity to do this.

We are in a moment when the global economy shows no signs of revival; Russia and Japan are faced with recession, and emerging economies like Brazil and South Africa are in dire straits. There is no silver lining visible as far as domestic industrial growth is concerned. At such a time, all eyes are on Union finance minister Arun Jaitley to see how he plans to sustain economic growth that eventually leads to job-led growth.
Growth without jobs is meaningless. For the past 12 years, despite its rate being high, India’s growth has been largely jobless, with only 15 million jobs created during the 10 years of the UPA regime. With employment per factory declining steeply over the years, the chances for a revival seem difficult. This is indicative from the data published by the Department of Industrial Policy and Promotion (DIPP). Investment proposals received by DIPP for new projects to be set up in 2014-15 showed a possibility of creating a maximum of 4.11 lakh jobs.
Arun Jaitley’s agenda revolves around pushing reforms in order to lift growth and create jobs. But what is not being realised is that agriculture alone – the sector that has been neglected all these years – has the potential to create massive gainful employment, build domestic demand and thereby revitalise the sluggish economy. Whether we like it or not, the only pathway to reboot the economy passes through agriculture.
This assumes importance given the fact that 153 million youth in the age bracket of 15-29 were looking for work in 2015-16. With only a fraction of that number of jobs available, and knowing that new projects in FY ’15 employed only half the number of workers compared to new projects a few years ago, creating ample and suitable employment opportunities remains a Herculean task. Considering that the young people expected to enter the job market by 2020 is likely to swell to 156 million, more of the same therefore is not the answer.
Budget 2016: a chance to break the shackles of the past
The potential of ‘growth economics’ to create jobs has reached saturation. The growing protests, often accompanied by violence – by Jats in Haryana, UP, Delhi, Rajasthan; Patidars in Gujarat; Marathas in Maharashtra; Lingayats in Karnataka – seeking job quotas is clearly indicative of the failure of the trickle-down theory. It also reflects the continuing neglect of agriculture that has turned farming into a loss making enterprise. Farm incomes are now at the lowest level, thereby forcing the huge farm workforce to abandon agriculture in search of menial jobs in the cities.
This trend has to be reversed. There is no other alternative.
As per Census 2011, 52 per cent of the country’s workforce is engaged in agriculture. In other words, the agricultural sector is India’s biggest employer. But over the past few decades, agriculture has been systematically starved of financial resources, and continuing neglect and apathy has turned farming highly uneconomical. The spate of farmer suicides, which has now increased to an average of 52 deaths each day, and reports of farmers selling their blood to make a living in the drought-hit Bundelkhand region, shows the severity of the agrarian crisis, which worsens with each passing year.
Presenting the budget last year, Arun Jaitley had listed increasing farm incomes as the government’s top-most challenge. But somehow, by the time he ended his speech, he seemed to have forgotten about rescuing the farming community from economic distress.
NSSO 2014 had computed the income of an average farm household at about Rs 6,000 per month, of which only Rs 3,000 came from farming. The rest came from non-farm activities, including MNREGA. Studies by the Commission for Agricultural Costs and Prices (CACP) have shown that the net income per hectare from cultivating wheat and rice even in the frontline agricultural state of Punjab is about Rs 3,000 per hectare. If this is the situation in Punjab, the extreme economic distress prevailing in the rest of the country can be imagined.
If Rs 6,000 is the income of a farm household – comprising five members – it is quite natural that the young would swarm into the cities looking for menial jobs. RBI Governor Raghuram Rajan as well as the deputy chairman of Niti Ayog Arvind Panagariya have repeatedly said that the best reform is to move farmers out of agriculture so as to provide a cheaper labour force for the industry. This is based on the economic prescription doled out by the World Bank and pursued by the global financial markets.
Rather, at a time when jobs are scarce and farm incomes are plunging, Arun Jaitley’s focus should be on reviving agriculture instead of creating an army of dehari mazdoor. This will provide gainful employment to those who are already engaged in farming, and in turn will create more domestic demand.
Five thrusts for reviving agriculture and creating employment
Here are five thrust areas that I think need immediate attention:
  • After two years of back-to-back drought, and with an unprecedented spurt in farmer suicides in 2015, I expect the government to provide an economic bailout package of Rs 3 lakh crore to the agriculture sector. Remember, a similar economic bailout package of Rs 3 lakh crore was provided to industry after the economic meltdown of 2008-9. An economic bailout package for agriculture would benefit roughly 10 crore farm families.
  • Public sector investments in agriculture must be increased to Rs 1 lakh crore for 2016-17. Allocations for agriculture should be enhanced by 25% in every budget to make any meaningful contribution. Not many are aware that the budgetary allocations for MNREGA at present exceed that of agriculture, which employs 52% of the population. In 2014-15, the budget allocation for agriculture was Rs 15,267 crore. A year earlier, in 2013-14, it was 12,006 crore.
  • Since the NDA government has, through an affidavit in Supreme Court, made it clear that it has no intention of providing farmers with 50% profit over and above the cost of production, as recommended by the Swaminathan committee, since this will distort markets, the government should announce the setting up of a National Farmers Income Commission, which will work out the minimum assured monthly income package that a farming family must get. The 7th Pay Commission provides a basic monthly salary of Rs 18,000 to a chaprasi whereas the average monthly income for a farm family does not exceed Rs 6,000. This anomaly must be corrected.
  • The focus of infrastructure investment must shift to agriculture and rural development. Adequate investment must be made available for building market yards or mandis. If a market yard has to be provided in a radius of 5 kms from a village, India will need 42,000 such mandis. At present, only 7,000 Agriculture Produce Market Committe-regulated mandis exist. Along with the mandis, the emphasis should also be on building a network of rural godowns and rural link roads.
  • Rural enterprise too needs encouragement. Start-ups have been given a three-year tax holiday with several other concessions. The same benefits should also be given to farmer producer companies, which continue to pay 30 per cent tax every year. Similar tax concessions should also be given to small and medium entrepreneurs who are linked to Mudra Bank.

The Ghosts of 1920s Italy Are Here to Haunt Us

As a scholar of modern Indian history, recent events in India – namely, the repeated attacks on whoever does not share the ideology of right-wing ultra-nationalist groups – prompted me to reflect about how novel a phenomenon this is and whether previous historical processes might offer some clue to as to the longer term impact of such events
The Emergency regime (1975-77) imposed by Indira Gandhi immediately sprung to mind. I soon realised however that, even though in both cases freedom of expression was attacked, under Mrs Gandhi’s regime censorship was systematically imposed by the state’s institutions, while, in Modi’s India, what we are witnessing are targeted attacks on free thinkers by groups only loosely associated with the party in power.

The next comparison I alighted upon was the ‘strategy of tension’ in the Italy of the 1970s. During that troubled decade, Italy experienced a tremendous amount of political violence, both from left-wing and right-wing extremists – about 15,000 terrorist attacks occurred between 1969 and 1988. What made me compare today’s India with that violent chapter of my country’s history is the fact that right-wing extremists in both cases acted in cooperation and collaboration with parts of the state’s apparatus. In today’s India, this is clear from the prompt support that, for example, Smriti Irani offered the ABVP in the University of Hyderabad in the wake of its altercation with Rohith Vemula and his Ambedkar Studies Association comrades; or from Rajnath Singh’s supportive reaction to the ABVP students when he first heard of the clash with some leftist ‘anti-nationals’ at JNU.
Government support to right wing
But that’s where the similarities between the two cases ended. First of all, right-wing groups in India have not so far resorted to large scale terrorist attacks like their Italian predecessors did, preferring to target (fatally, in some cases) individual critical thinkers or writers. Also, the support of the Italian ‘deep state’ was covert, whereas the Indian government is openly and blatantly supporting ‘its own’ right-wing extremist groups.
I finally came to the conclusion that I was trying to avoid: the best parallel with Modi’s India is with Italy and Germany just before the consolidation of the fascist regimes. The main reason why I eschewed making a comparison between Modi and the Fascist regime is that one should take into account both the obvious differences in the personalities, styles and political objectives of Mussolini and Modi and their different attitude vis-à-vis democracy both as a system and a philosophy. Also, fascism was a phenomenon deeply rooted in the socio-political context of post World War Europe. As such, it is unwise to attach the fascist label to a completely different context. But once that has been pointed out, the many similarities between the rise of fascism in Italy and the present Indian situation are too evident to be missed.
The first and more conspicuous is the modalities through which, in today’s India, right-wing groups are trying to silence every form of dissent in pursuit of their own ultra-nationalist narrative. This is strikingly similar to the strategy adopted by the various ‘fascist squads’ that played such a crucial role in the consolidation of Mussolini’s regime. They started attacking left-wing intellectuals, unionists and communist leaders in order to create a climate of fear.
Operating in large groups, they would surround their victims’ house, often at night, telling them to get out, shouting slogans and brandishing sticks. They would then often beat them up or threaten to burn down their homes, which they often did. It is difficult not to be reminded of the Dadri lynching or the protests that led Perumal Murugan to quit writing.
Crucially, when the first of such raids were ignored by the Italian authorities, the squads understood that the state was on their side and that they could therefore count on total impunity. It was during this early stage of the fascist regime that numerous opponents fled the country or decided to remain silent. The fascist party then consolidated its regime, building on the climate of fear that its goon squads had created.
The local sections of some nationwide organisations like the Bajrang Dal or the ABVP strongly remind me of these fascist paramilitaries. They too are only loosely associated with the government and, in some cases at least, hardly controlled by the BJP. However, what is striking is the climate of impunity in which they operate. Whether they choose to target a Tamil writer because of his ‘anti-national’ writings or to raid trains in search of beef, or to beat up a student in police custody, what they can rely upon is that no one will take much effort to punish them. While the authorities do act when serious crimes are committed, as in the case of the Dadri lynching, even in these extreme cases, there is no political condemnation either of the acts themselves or of those political leaders that publicly defend the attackers.
he political impunity guaranteed to these squads, on the one hand, further galvanises right-wing extremists throughout the country; on the other hand, it reinforces a clear strategy of the government to take over the control of India’s cultural institutions. This again is strikingly similar to the strategy adopted by the Italian fascist party during the first phase of its existence.
Fascist worldview

One of the very first acts of the Fascist regime was indeed a root and branch reform of Italian educational institutions. They not only changed the curricula so that they would be more in line with the fascist worldview – and here, again, the similarities with the action of Smriti Irani’s Ministry are striking – but also penetrated the educational institutions of the state with individuals loyal to the regime. Such was the climate of fear that when, in 1931, the Fascist party demanded that all university professors state their loyalty to the regime, only 15 out of over 1,200 refused to do so.
The crusade to conquer India’s cultural institutions is the clearest example of the collaboration of the government with the RSS. From the appointment of Yellapragada Sudharshan Rao as the chair of the Indian Council for Historical Research, to the pressure that RSS-affiliated organisations exercise even on foreign universities to the recent crackdown at JNU or the beating up by a mob led by a BJP Rajasthan MLA of activists associated with the MKSS, what is emerging is not a series of unrelated episodes, but a clear pattern aimed at ending the supposed dominance of ‘secular’ or ‘anti-national’ elements – the two terms by and large coinciding – on India’s cultural life.
The crackdown at JNU is particularly worrisome not only because a student was arrested and several others forced underground because they dared to express their opinion. This had happened only twice before: upon the proclamation of the Emergency regime in 1975 and during the last term in office of Indira Gandhi, which will be remembered as a period of near authoritarianism. It is also important because of the message that it sends: expressing opinions that are at variance with the government’s notion of national interest will not be tolerated. If you were a student at one of India’s universities, would you now dare raise the issue of, for example, human rights in Kashmir, if for your pains incarceration awaits? Fortunately, many will be brave enough to risk jail; but many others will understandably succumb to the growing climate of fear.
Is India’s democracy in danger? My tentative answer is maybe. Its democratic institutions are much stronger than Italy’s in the 1920s. But this does not mean that the dangers should be underestimated: democracy is something that takes a long while to build, but very little time to destroy.

Courts have routinely invoked contempt to punish expressions of dissent, when such expressions often posed no threat to the administration of justice.
Through a most pernicious act of judicial fiat, in a judgment delivered on December 23, 2015, Justice A.B. Chaudhari, sitting on the Nagpur Bench of the Bombay High Court, issued notice to the Booker Prize-winning writer Arundhati Roy for committing what he believed constituted a clear case of criminal contempt of court. The decision was rendered on an application for bail by the Delhi University professor, G.N. Saibaba. Not only did the court reject Dr. Saibaba’s plea, in spite of his substantial disabilities, it also hauled Ms. Roy up for writing in support of the professor, and in criticism of the Indian state, including the country’s judiciary. In initiating contempt proceedings, Justice Chaudhari’s judgment has exemplified the state of the right to free speech in India — a liberty fractured by colonial vestiges such as the law on contempt, which we have embarrassingly embraced as a supposed necessity to uphold the majesty of our courts.
The conventional defences adopted in favour of the judiciary retaining powers to punish acts of contempt invariably point to the Constitution. Article 19(1)(a) no doubt grants to the country’s citizens a right to freedom of speech and expression. But the ensuing clause, Article 19(2), limits this freedom, and accords the state the express authority to make laws that establish reasonable restrictions on speech, on various grounds, including contempt of court. When in 1971, Parliament enacted the Contempt of Courts Act, with a purported view of defining and limiting the powers of courts in punishing acts of contempt, it was the inherent constraint in Article 19 that it took refuge under. But this statute is neither reasonable nor in keeping with the fundamental mandates of a legitimate government.
Contempt’s broad contours

Broadly, the 1971 law recognises two common forms of contempt. First, it defines civil contempt to include, among other things, a wilful disobedience of a court’s judgment, order or direction. And second, it defines criminal contempt to include publications that do one or more of the following: (a) scandalise or lower the authority of any court; (b) prejudice or interfere with the due course of any judicial proceeding; or (c) interfere with or obstruct the administration of justice in any other manner.
As is evident, there are clear divisions between different types of contempt. Some of these categories are more obviously justifiable as offences. For instance, the court’s power to punish acts that tantamount to disobedience of its orders, or indeed a court’s inherent authority to ensure that its hearings are conducted in a fair and undisturbed manner, is required to ensure that we subscribe to a basic rule of law. But the idea that the judiciary can also punish acts that have very little to do with the actual administration of justice and all to do with the impact of speech on the institution’s supposed reputation in the eyes of the public is substantially more problematic. Notably, the power to punish acts which ostensibly scandalise or lower the authority of the court speaks not to the majesty of the institution, but to an ingrained sense of insecurity, coupled with an almost despotic view of its own infallibility, that the judiciary seems to possess. In a democracy, properly understood, it’s difficult to locate any justification for thwarting speech at the face of the judiciary, notwithstanding the fact that contempt of court is one of the explicitly spelled out restrictions to the guaranteed right to freedom of speech under the Constitution.
During the course of drafting the Constitution, there was, writes the lawyer Gautam Bhatia in his new book, Offend, Shock, or Disturb: Free Speech under the Indian Constitution, “a marked uncertainty among the framers about the understanding of contempt they were inserting into the Constitution”. When T.T. Krishnamachari suggested the inclusion of contempt of court as one of the permissible limitations to free speech, he was met by members who were passionate in their opposition to the category’s inclusion. One of these challengers, Pandit Thakur Das Bhargava, believed that contempt of court was simply not germane to a discussion on freedom of speech and expression. In his understanding, powers to reprimand contempt concerned only actions such as the disobedience of an order or direction of a court, which were already punishable infractions. Speech in criticism of the courts, he argued, ought not to be considered as contumacious, for it would simply open up the possibility of gross judicial abuse of such powers. Almost none of the responses to Bhargava in the Constituent Assembly met his core argument: that the guarantee of free speech in a democracy ought to serve as a value unto itself.
Courts and criticism

Bhargava’s warnings have since proved prophetic. India’s courts have routinely invoked the long arm of its contempt powers to often punish expressions of dissent on purported grounds of such speech undermining or scandalising the judiciary’s authority. But, while doing so, the court has rarely conducted a strict analysis on whether those acts posed any actual threat to — or interfered in any direct manner with — the administration of justice.
For example, in 1970, the Supreme Court famously upheld a conviction of contempt of court against the former Chief Minister of Kerala, E.M.S. Namboodiripad. During his tenure as Chief Minister, Namboodiripad had apparently delivered a speech arguing that judges were guided and dominated by class interests. “To charge the judiciary as an instrument of oppression, the judges as guided and dominated by class hatred, class interests and class prejudices, instinctively favouring the rich against the poor,” wrote Justice M. Hidayatullah, “is to draw a very distorted and poor picture of the judiciary. It is clear that it is an attack upon judges, which is calculated to raise in the minds of the people a general dissatisfaction with, and distrust of all judicial decisions. It weakens the authority of law and law courts.”
The judgment made no effort at showing any actual link between Namboodiripad’s statements and the supposed weakening of the courts’ authority. In so doing, a disturbing trend was set in motion, which culminated in a 1996 decision in which the Supreme Court ruled that “all acts which bring the court into disrepute or disrespect or which offend its dignity or its majesty or challenge its authority” amount to punishable contempt. The ultimate consequence of this ruling is typical of Indian free speech jurisprudence: a complete eschewal by the courts of any regard for individual choice and liberty, coupled with a belief that some forms of speech are to be muzzled purely by virtue of their content as opposed to any actual anti-democratic harm stemming through their expression.
In 2006, with a view to reducing the breadth of the judiciary’s powers, Parliament amended the Contempt of Courts Act of 1971. The law now provides two additional safeguards in favour of a dissenter. One, it establishes that a sentence for contempt of court can be imposed only when the court is satisfied that the contempt is of such a nature that it substantially interferes, or tends to substantially interfere with the due course of justice. Two, the truth in speech now constitutes a valid defence against proceedings of contempt, if the court is satisfied that the larger public interest is served through the publication of such content. In spite of these amendments, though, courts have continued to routinely equate the supposed scandalising of the judiciary’s authority to an act of contempt.
Constitutional lawyers have proposed many different justifications for the right to free speech. As legal philosopher Ronald Dworkin argued, these justifications usually fall into one or the other of two larger categories. The first involves an instrumental understanding of free speech: that to allow people to speak freely and openly promotes good rather than bad policies. The second justification is premised on a larger platform of a commitment to individual autonomy, of treating people with equal concern, and of therefore respecting their right to speak freely. Punishing speech for supposedly scandalising or lowering the authority of the court falls afoul of whichever rationale we might wish to adopt in our theorising of the abstract right to free expression in India.
Interestingly, in England, whose laws of contempt we’ve so indiscriminately adopted, there hasn’t been a single conviction for scandalising the court in more than eight decades. What’s more, in 2013, after a recommendation by its Law Commission, the country altogether abolished as a form of contempt the offence of scandalising the judiciary. In so doing, it gave credence to Lord Denning’s characteristically precise opinion in a case where contempt charges had been pressed against Queen’s Counsel Quintin Hogg for what was an excoriating attack on the courts in Punch magazine. “Let me say at once that we will never use this jurisdiction as a means to uphold our own dignity,” Denning wrote. “That must rest on surer foundations… We do not fear criticism, nor do we resent it. For there is something far more important at stake. It is no less than freedom of speech itself.”

Adivasi rights activist and Aam Aadmi Party leader Soni Sori was attacked by motorcycle-borne assailants in Chhattisgarh on February 20. They threw an acid-like substance on her, which left her in deep pain, and her face swollen with chemical burns. This was not the first physical attack on Ms. Sori. As international human rights watchdogs have reported, Ms. Sori was also allegedly tortured and sexually assaulted by the Chhattisgarh police while in their custody in October 2011. The latest attack on her comes in the wake of a series of developments that suggests a government-endorsed clampdown on free speech and dissent in the State. Earlier this month, Malini Subramaniam, a journalist associated with the news portal Scroll, and Jagdalpur Legal Aid, a group of human rights lawyers working with Adivasis, were allegedly forced out of the State for highlighting police atrocities against the tribal population. Both the journalist and the lawyers have claimed that their landlords were intimidated by the police into issuing eviction notices on them. It is worth noting that Ms. Sori had been trying to lodge an First Information Report against the Inspector General of Police, Bastar Range. She has been leading a powerful Adivasi movement that has sought to hold the State administration accountable for the killing of Adivasis in fake encounters, arbitrary arrests, and alleged sexual assault and torture of Adivasi women by the police and security forces. She had planned to highlight these issues through a 200-km march from Bijapur, set to end in Jagdalpur on International Women’s Day, March 8, before she became a target of the latest attack.
For some time now, free speech and dissent have been on the retreat in Chhattisgarh. The official excuse for this has been the ongoing civil conflict between the state and Maoist insurgents. But the fact that individuals who have no connection with the conflict are being forced out, suggests a larger anti-democratic agenda at work. And this is in keeping with the pattern across the world where so-called underdeveloped but mineral-rich regions have fallen prey to fierce corporate plunder of natural resources at the expense of the local population. The Bastar region is rich in minerals as also Adivasi settlements, and the people are loathe to giving up their land for resource-extraction. It is their resistance to being forcibly evicted from their land — best exemplified in the figure of Ms. Sori — that is the trigger for the crackdown on democratic rights in Chhattisgarh. Given the current political scene where a perverse form of nationalism is threatening to shut down free speech, the attack on Ms. Sori represents another front in the battle against the criminalisation of dissent. The kind of spotlight that has been illuminating the absurd charges of sedition against the JNU students needs to also be focussed on the likes of Ms. Sori who have been waging such battles for a long tim
